Public vocational training centres of the National Agency for Employment and Skills
Albania's National Agency for Employment and Skills (AKPA) registered 11,250 trainees in 2021 in vocational courses at its ten regional public vocational training directorates, 7,052 of them on free places for registered jobseekers and other priority groups by the bulletin's text, after 15,143 in 2019 and 7,427 in the pandemic year 2020.
11,250 trainees, trainees registered in public vocational training centres (drofpp) during the year, 2021. 7,052 trainees, of whom on free places (registered unemployed jobseekers and priority groups), 2021. Agjencia Kombetare e Punesimit dhe Aftesive (AKPA), Buletini Statistikor 2021, section III.4 (participants in vocational training programmes), retrieved 2026-10-02.
The move, and what it needed
The national employment and skills agency runs regional public training centres that offer short national and provider-level vocational courses, free for registered jobseekers and paid for others.
Preconditions
- A network of regional public training centres under the employment agency
- A national catalogue of short qualifications that centres can certify
- Referral from employment offices so jobseekers reach free places
Limits: The agency reports on itself, on page 60 of an 83-page PDF in Albanian. The bulletin contradicts itself on the free places: the text on page 60 says 7,052 (about 63 percent), while Table 27 on page 61 and Table 29 on page 65 give 7,811 trainees on free places, 6,631 of them registered unemployed, so the free-place figure is uncertain by about 750 and the record carries the text figure. 2021 is the latest annual bulletin found at an open URL: the agency's publications page renders by script and no 2022 to 2025 bulletin was found, so the record cannot show the current scale, and 'operating' rests on the agency's site still listing course offers and centre notices on 2026-10-02, not on a count. The 2019 (15,143) and 2020 (7,427) figures are in the agency's 2019 and 2020 bulletins on the same host, not at the cited URL; the 2021 bulletin itself says 2021 was 50 percent above 2020, which fits the 2020 figure, and the 2019 figure was not re-checked. 2021 sits below 2019, but with pandemic disruption in both 2020 and 2021 the record does not call that an erosion. Counts are course registrations, not completions or unique people: Table 29 gives 6,180 certified of the 11,250. Most courses are short provider-level courses, but national-level courses can run up to two years. The started year is the earliest labour market bulletin the agency still hosts (2014); the public vocational training centres are older, and their founding year was not read at any source, so delivery began no later than 2014.
