Challenge the benchmark

Choose a score and give the benchmark a specific reason to reconsider it.

When you submit, the form attaches the current score and confidence for the country and capability you chose.

Submissions are public and start as awaiting review. A maintainer can add a response and signature after review.

Documented examples

Each record describes something a country built that the indicators do not capture. The source provides the published number; the mechanism is our interpretation.

Scores describe outcomes. These records describe how a country acted, what it needed and what happened. 742 of 742 records include a mechanism. They do not affect scores.

Institut National de Prรฉparation Professionnelle (INPP)

The Democratic Republic of the Congo's Institut National de Prรฉparation Professionnelle recorded 34,376 learners in initial and continuing vocational training in the first half of 2026, against a semester forecast of 42,850, according to the mid-term review of its 2026 performance contract.

34,376 learners, apprenants en formation initiale et continue, premier semestre, first half of 2026. 42,850 learners, semester forecast of people to train under the 2026 performance contract, first half of 2026. Institut National de Prรฉparation Professionnelle (INPP), news release 'Contrats de performance 2026 : l'INPP รฉvaluรฉ ร  mi-parcours', 21 September 2026, retrieved 2026-10-02.

The move, and what it needed

A tripartite public training institute financed by an employer payroll levy runs training centres in the provinces for employees and job seekers, and the employment ministry holds it to an annual performance contract with a numeric training target reviewed mid-year.

Preconditions

  • An employer training levy collected from formal firms
  • A network of provincial training centres with workshops
  • A ministry performance-contract regime that sets and reviews numeric targets

Limits: The source is the institute's own news release reporting a mid-term review by a joint commission under the employment ministry; it is self-reporting, not a statistical series, and no annual INPP report with a time series was found at an openable official page. The figure covers one semester and mixes initial training for job seekers with continuing training for employees, without a split. 34,376 learners in six months in a country of over 100 million people is a small reach, and the release gives no completion or placement figures. The execution rate of about 80 percent is the release's own arithmetic. The started year is the creation of INPP by Ordonnance-loi nยฐ206 of 29 June 1964, as stated on the institute's history page, not on the cited release.

Response to the 2018 to 2020 North Kivu and Ituri Ebola outbreak

The Democratic Republic of the Congo's Ministry of Health, supported by WHO and partners, ran the response to the North Kivu and Ituri Ebola outbreak from August 2018 until it was declared over on 25 June 2020, vaccinating more than 303,000 people, registering 250,000 contacts and testing 220,000 samples, in an outbreak that counted 3,481 cases and 2,299 deaths.

303,000 people (stated as 'over 303 000'), people vaccinated with the rvsv-zebov-gp ebola vaccine during the response, 2020-06-25. 3,481 cases, total ebola cases (3,323 confirmed and 158 probable), of whom 2,299 died, 2020-07-03. World Health Organization, Ebola outbreak 2018 to 2020, North Kivu and Ituri, situation page (case counts sourced to the Ministry of Health of the Democratic Republic of the Congo), retrieved 2026-10-02.

The move, and what it needed

The health ministry ran an incident management structure with WHO, traced contacts across three provinces and used ring vaccination with a new vaccine to cut chains of transmission, while working through community leaders in a conflict zone.

Preconditions

  • A health ministry with prior Ebola outbreak experience and field teams
  • A licensed or investigational vaccine and the cold chain to deliver it at minus 60 degrees or colder
  • International surge capacity and money for a response lasting years, not weeks

Where else it has been used: The same ring vaccination approach was used in Guinea in 2021 (gin-ebola-2021), where the outbreak was far smaller and ended in four months.

Limits: This is the second largest Ebola outbreak on record, and the vaccination count measures the size of the response, not its success: it ran for almost two years and killed 2,299 people, about two thirds of the cases, so the record evidences a delivery under extreme conditions rather than early containment. WHO and many partners carried much of the operation, the vaccine was used under a ring vaccination protocol, investigational for most of the outbreak until its licensure in late 2019, which the page does not discuss, and the page does not split national from international effort. The figures are WHO's summary of Ministry of Health reports, and the vaccination count is a rounded 'over 303 000'. The outbreak ran in an active conflict zone, which the page names but does not describe or quantify. A resurgence in North Kivu followed in February 2021, listed on the same page, so the declared end did not mean the virus was gone from the region.

Pro-Routes high-priority road reopening and maintenance

Between October 2008 and June 2020 the Ministry of Infrastructure's Cellule Infrastructure reopened 2,752 of a targeted 2,762 km of high-priority earth roads across five provinces and maintained 3,335 km, finishing 3.6 percent over the financing-agreement total and 28 months behind the combined original schedule.

3.6 % overrun, total project cost at closure against the values in the financing agreements (parent project plus two additional financings), 2020. 28 months, implementation delay against the combined original timeline of the three financings (113 months planned, about 141 actual), 2020. World Bank, Implementation Completion and Results Report, High Priority Reopening and Maintenance Project (P101745), retrieved 2026-10-02.

The move, and what it needed

The Ministry of Infrastructure's project unit (Cellule Infrastructure) bought the cheapest passable standard, spot-improved earth roads, through output-based contracts and the Office des Routes, so that mileage, not finish quality, set the pace and kept civil works inside budget.

Preconditions

  • Concessional donor finance covering most of the cost and a donor willing to extend the closing date four times
  • A road maintenance fund created in 2009 to keep reopened sections passable
  • Enough security on the selected corridors for contractors to work

Limits: The source is the World Bank's own completion report on a project it financed, and the PDF has to be read (table 3 and paragraph 50, pages 19-20). IDA carried 61.6 percent of the money and DFID, through World Bank-administered trust funds, 24.2 percent; the government's own Road Maintenance Fund put in 14.2 percent, so the delivery is Congolese institutions spending donor money under Bank supervision. The 3.6 percent total overrun is measured against financing agreements that were enlarged twice, so it does not compare with the 2008 appraisal cost (US$123 million for 1,800 km); the road works came in 22.6 percent under budget while institution building ran 1,656 percent and the environmental and social programme 235 percent over. The 28-month delay includes a 12-month suspension of disbursements in 2017-18 for non-compliance with environmental and social obligations, including gender-based violence, after an Inspection Panel investigation. The roads are low-standard reopened earth roads, about one fifth of the 15,800 km priority network; the ICR says ten kilometres are unaccounted for, rates M&E quality Modest, and says road-sector management and the maintenance fund's allocation remain opaque. Nothing in the report shows whether the roads stayed open after June 2020.
