These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Large manufacturing economy coordinated through federal states and industry associations.
Read Germany beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.
- Click any axis to see every country on that dimension.
A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.

- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.

Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+4.3 over 10 years, from 67.1 in 2016 to 71.4 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023
3.2 % of GDP, rank 9 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023
5,926 per million people, rank 12 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
152,114 per million people, rank 8 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Office of Technology Assessment at the German Bundestag (TAB)
Since 1990 the German Bundestag has kept an Office of Technology Assessment, run under contract by the Karlsruhe Institute of Technology, whose tasks include horizon scanning of scientific and technological trends at early stages; by 2026 it reported more than 200 projects and over 400 publications.
200 projects, projects carried out by tab since 1990 (lower bound, as stated), 2026-10-02. 400 publications, publications of tab results since 1990 (lower bound, as stated), 2026-10-02. Office of Technology Assessment at the German Bundestag (TAB), About us, retrieved 2026-10-02.
How it worked: The Bundestag contracts a university technology assessment institute to run a dedicated office for parliament, steered by its research committee, which picks topics and approves reports before publication.
Limits: Technology assessment is adjacent to strategic foresight: most TAB projects assess specific technologies on request from the Bundestag committee for research and technology assessment. It is filed here because the same page lists horizon scanning, the observation of trends in early stages of development, among its tasks and describes its aim as forward-looking analysis, and the site carries a separate foresight section. Both figures are cumulative lower bounds (more than 200, over 400) with no date stated, so asOf is the retrieval date. TAB reports on itself, and it is operated by a university research institute (ITAS at KIT) under a contract with the Bundestag rather than by parliamentary staff, so continuity depends on contract renewal. The counts show output, not influence on legislation, and they serve parliament, not the federal executive.
Panel estimate, round 2, how this layer works
- 65.0 institutionalist@claude-opus-5-5, self-confidence 0.45
Panelist B names three failures, Russian gas, digital public infrastructure and the EV transition, that together show institutional anticipation not reaching decisions, so I move from 68 to 65. I stay above C because Max Planck, Helmholtz, DFG long programmes and the Bundestag's technology assessment office are durable anticipatory organisations few countries in the frame have.
- 63.0 bottom_up@claude-opus-5-5, self-confidence 0.45
Panelist A is right that technology assessment and long-horizon research bodies are real anticipatory institutions, so I nudge up one point. The gas dependence, digital administration and EV transition failures show that seeing change did not become preparing for it, so I stay well below 71 and above C's 58.
- 60.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
A's institutions are real, but B and I agree they were weakly linked to decisions: Russian gas, digital infrastructure and the EV transition were foreseeable and unprepared. I move up two from 58 and stay below A.

It observes the felt capacity to act, not action. The table prints the mean to one decimal and no top-box share, so the row stores the mean and ties are common. Fieldwork years differ by up to six years: the 37 countries emitted were surveyed between 2017 (eight, the US among them) and 2023 (India), and every value is stamped with the release year 2022. Response style on 10-point scales differs across cultures, and a closed autocracy can read high: Vietnam and Nicaragua sit near the top of the frame. Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2023
77.3 % of GDP, rank 28 of 124. Domestic credit provided to the private sector by financial corporations.
A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2025
2.809 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
The Fraunhofer contract-research model
Germany funds the Fraunhofer-Gesellschaft's institutes in proportion to what they earn from industry, and in 2025 the society performed 3.2 billion euros of contract research, 966 million euros of it paid by industry.
966,000,000 euros, industrial revenue, 2025. 3,200,000,000 euros, contract research volume, 2025. Fraunhofer-Gesellschaft, facts and figures, retrieved 2026-08-27.
How it worked: The state pays each institute a base grant that grows with the industrial income it wins, so every institute director is structurally forced to sell applied research to firms while the public base keeps the science honest.
Limits: The figures are the society's own. Revenue measures demand for applied research, not whether knowledge moves between universities and firms, which is what the indicator asks about, and Fraunhofer sits beside the university system rather than inside it, so a reader can argue the model routes around university-industry collaboration as much as it evidences it. Roughly two-thirds of the budget is still public money.
Dual vocational training (duale Ausbildung), and its contraction
Germany's dual training system, in which firms employ apprentices under contracts registered by the chambers while state vocational schools teach them, recorded 475,950 new training contracts in the year to 30 September 2025, down from 569,379 in 2011, while 54,372 offered places stayed unfilled.
475,950 contracts, new dual training contracts (bibb survey, 1 october to 30 september), 2025-09-30. 569,379 contracts, new dual training contracts at the series peak (2009 to 2025), 2011-09-30. Bundesinstitut fรผr Berufsbildung (BIBB), Erhebung neu abgeschlossene Ausbildungsvertrรคge zum 30.09., Tabelle 60 (Stand 05.12.2025), retrieved 2026-10-02.
How it worked: Federal law sets training regulations agreed with employers and unions, firms recruit and pay apprentices and deliver workplace training, chambers register contracts and run examinations, and the Lรคnder run part-time vocational schools, so qualification is a joint product that no single party can deliver alone.
Limits: The fall of about 16 percent from the 2011 high is computed from two published values (column 1). How much of it is the collaboration weakening is contested. On the applicant side, unfilled training places rose from 17,139 in 2009 to a high of 73,431 in 2023, which points to fewer and differently choosing school leavers, demography and the shift to university. On the employer side, the same table shows the places offered (column 6) falling from 598,935 in 2011 to 530,322 in 2025, about 11 percent, including a drop of 25,338 in 2025 alone, while unfilled places fell to 54,372 and applicants left without a place or an alternative (column 3) rose to 38,784, the highest in the series; the latest year reads as firms offering fewer places, not only as missing applicants. A hostile reviewer would also say the system still enrols nearly half a million new trainees a year, the largest joint public-private training delivery in the corpus. The table does not show the share of firms that train, which is the direct measure of employer participation. The 2020 figure (467,484) is a pandemic low and 2025 sits above it. The series starts in 2009, so earlier and higher levels are not covered, and the 1969 start year (the Vocational Training Act) is not stated in the source. Figures are read from a two-page PDF table, Bundesgebiet block. BIBB is a federal institute that runs the survey with the chambers, the bodies that register the contracts.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Note: The distinction that makes this dimension worth measuring: whether trust reaches a person with no tie to the respondent. Generalised trust asks about "most people", which a respondent can fill with their own circle; this item names the stranger. China is the clearest case, high on most people and low on a person met for the first time. The value is the publisher-weighted share answering trust completely plus the share answering trust somewhat, the one sum of two printed columns the adapter stores, exact to about 0.1, over all respondents including don't know and no answer. EVS and WVS ask the same question on the same four-point scale; where one country has both samples, the WVS share is a median 2.2 points higher. Trust in people of another nationality (G007_36_B), which the row once also named, is left out because it reads attitudes to foreigners as much as trust. Near-zero bribery, courts binding government and a very dense Verein and volunteer fire brigade culture show cooperation beyond kin at scale. C's income-profile objection does not explain the associational density, so I hold near 80, trimming for lower institutional trust in the eastern Laender.
- 75.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.35
I move up: near-zero bribery, binding courts and the Verein culture are conduct as well as income. A and B overlook that interpersonal trust is missing and weaker in the east, so I stay below 80.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2024
76.7 % gross, rank 32 of 124. Gross enrolment ratio in tertiary education.
A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).
Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2022
5.2 % of GDP, rank 32 of 125. Government expenditure on education as a share of GDP.
A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).
Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2018
19.2 % of secondary, rank 39 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Bildungsprรคmie training voucher, and its end
The federal education ministry paid half the cost of job-related further training for lower-income workers through a voucher from December 2008, issued more than 400,000 vouchers, and stopped issuing them on 31 December 2021.
400,000 vouchers (lower bound, 'รผber 400.000'), training vouchers (prรคmiengutscheine) issued over the life of the programme, 2008-12/2021-12. Bundesministerium fรผr Bildung und Forschung, Bildungsprรคmie programme site, retrieved 2026-10-01.
How it worked: The federal education ministry, with ESF money, handed eligible low-income workers a voucher covering half of a course fee up to 500 euros after a counselling session, putting the purchasing decision in the worker's hands rather than the employer's.
Limits: The figure is the programme's self-report on the BMBF's own programme site, a cumulative total and is a lower bound ('over 400,000'), with no year-by-year series on the page, so the peak and the shape of the decline cannot be read from it. Vouchers issued are not vouchers redeemed, and not people trained. At about 30,000 a year on average, computed from the cumulative total over 13 years, against a workforce of over 40 million, the programme never moved the national participation share the indicator asks for. It was co-financed by the European Social Fund and ended with an ESF funding period, so the end reads as a funding decision rather than a judged failure, and federal support for adult training continued through other instruments; the record documents the loss of this one delivery, not a collapse of adult-learning support. The half-cost and 500 euro terms used in the claim and pattern come from BIBB (https://www.bibb.de/de/742.php), not from the source page.
Aufstiegs-BAfรถG, upgrading training support
Federal and state governments paid grants and loans to 186,100 people taking vocational upgrading courses such as master craftsman or certified educator in 2025, 3.8 times the 49,300 supported in 1997, with 1.1 billion euros approved.
186,100 people, people receiving aufstiegs-bafรถg support, 2025. 49,300 people, people receiving aufstiegs-bafรถg support in the first complete survey year, 1997. Statistisches Bundesamt (Destatis), press release 224 of 29 June 2026, statistics of upgrading training support (GENESIS 21421), retrieved 2026-10-01.
How it worked: Federal law entitles anyone taking a recognised upgrading qualification to support for course fees and living costs, part grant and part loan, so a skilled worker can leave or reduce work to train for a master or technician certificate without employer sponsorship.
Limits: A count of funded people is not the share of adults who took part in education or training, which is what the indicator asks for, and it says nothing about people who trained without this support. The 1996 start year is derived from 'thirty years ago' in a 2026 release. 28 percent (52,000) of recipients in 2025 were trainee educators (Erzieher), so the total moves with one occupation's staffing policy. The count has slipped from its 2022 peak of 192,400, a small decline that is noted here but not large enough to call the delivery eroded.

A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.

SINTEG-Verordnung, the energy-transition experimentation clause
Germany's federal government ran a time-limited regulatory experimentation clause for the SINTEG smart-energy showcases from June 2017 to June 2022, under which the Federal Network Agency received 49 notifications of experiments but only two claims for compensation of regulatory costs.
49 notifications, notifications to the bundesnetzagentur under ยง 3 sinteg-v, 2017-06/2022-06. 2 applications, applications for compensation of economic disadvantages under the clause, 2017-2022. Bundesregierung (BMWK), Erfahrungen mit der SINTEG-Verordnung, Bericht nach ยง 13 SINTEG-V, retrieved 2026-10-02.
How it worked: The federal government wrote a time-boxed ordinance letting showcase participants trial flexible grid use and be compensated afterwards for network charges and levies they would otherwise have lost, with the network regulator verifying each claim.
Limits: Both figures are inside a PDF (pages 4 and 5). The clause was open only to participants in the five funded SINTEG showcases, not to every firm in the country. A notification is an announcement of intent, not a completed trial, and the government's own report says use of the compensation mechanism fell well short of expectations because participants had to bear losses first and faced high administrative cost. The regulation expired by design in 2022. Because its core was ex post compensation, the report says the general legal framework applied essentially unchanged to participants, apart from the ยง 5 derogation for flexibility platforms.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
80 % aged 15+, rank 16 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
45.6 per 100 people, rank 5 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2024
5.1 % of output, rank 21 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2022
3.9 % of employment, rank 17 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).

Kurzarbeit in the 2008-2009 crisis
Germany answered the 2008-2009 collapse in manufacturing orders by paying firms to cut hours instead of jobs, and short-time work covered 1.44 million workers at the May 2009 peak, about 5 percent of insured employment, while unemployment barely rose.
1,440,000 workers, workers in cyclical short-time work at the peak, 2009-05. IAB, the research institute of the Bundesagentur fuer Arbeit, IAB-Kurzbericht 17/2020, citing Statistik der BA, retrieved 2026-08-27.
How it worked: The employment agency reimburses firms most of the net wage for hours not worked when demand collapses, converting the existing unemployment-insurance fund into a payroll bridge, and the 2009 government lengthened the entitlement and cut the paperwork.
Limits: The count says how many workers were covered, not what the scheme cost, how much of the covered work would have survived anyway, or whether it slowed reallocation to better firms, which are the standard criticisms. The instrument long predates 2008; what the episode evidences is the speed at which an existing legal instrument was expanded inside one year. The same instrument covered over six million people in 2020, so the 2009 number is not its ceiling.
Federal siren warning network, and its dismantling
West Germany built a federal warning service after 1955; after the Cold War the federally owned service was dissolved, its ten warning offices were abandoned and the nationwide siren alarm network was dismantled or transferred to municipalities, ending a system that had relied on about 1,700 volunteer helpers.
10 offices, federal warning offices abandoned, 1997. 1,700 people, volunteer helpers in the former warning service, 1997. German Bundestag, report on civil-protection structures, retrieved 2026-08-31.
How it worked: After the Cold War, the federal government treated a nationally coordinated warning service as obsolete, dissolved its dedicated organisation and shifted much of the remaining equipment and responsibility to local authorities without a ready replacement with the same audible reach.
Limits: The number of offices and volunteers describes the architecture that was removed, not how many people the sirens actually reached or how well the replacement warning channels worked. Responsibilities moved to Lรคnder and municipalities rather than disappearing from every locality, and some sirens were retained for fire services. The Bundestag report is an official retrospective, not an independent test of warning performance.
Public civil defence shelters, and their dismantling
Germany held 1,967 public shelters with about 1.6 million places in 2008, decided with the states to abandon them, and decommissioned them until March 2022, leaving 579 shelters with 477,593 places, none of them functional or operational.
477,593 places, public shelter places still designated, 2025. 1,600,000 places, public shelter places at the start of the run-down, 2008. German Federal Government, answer to a parliamentary question, Bundestag Drucksache 20/14631, figures from the Federal Institute for Real Estate (BImA), retrieved 2026-10-01.
How it worked: The federal government and the states read the end of the Cold War as the end of the threat, stopped maintenance and budgeted to decommission and release the shelters, until the interior ministry froze the process by decree three weeks after Russia invaded Ukraine.
Limits: The 2008 figure is rounded by the government and covers only the western states and Berlin: shelters of the former GDR never entered the federal concept, so the stock was never national. Shelter places are an old measure of protection, and the government now argues bunkers cannot meet modern warning times and plans to rely on basements, car parks and metro stations, so the loss of places overstates the loss of preparedness if that concept is delivered. It had not been when this answer was given. The started year is the 1965 Shelter Construction Act; the federal funding programme for public shelters ran from 1968 to 1996. The source is a PDF; the numbers are in the answers to questions one and seven.

Floating LNG import terminals of 2022
After Russia's invasion of Ukraine the federal government chartered floating storage and regasification units, commissioned the first at Wilhelmshaven in December 2022, and by February 2023 expected to spend about 10 billion euros renting and running five units, against 2.94 billion euros of federal funding made available for four in May 2022.
10,000,000,000 euros, expected expenditure for chartering and operating five fsrus (government estimate), 2023-02. 2,940,000,000 euros, federal funding available for four fsrus at the may 2022 decision, 2022-05. Deutscher Bundestag, heute im bundestag (hib 137/2023), reporting the federal government's answer in Drucksache 20/5784, retrieved 2026-10-01.
How it worked: The economy ministry chartered ready-built floating terminals through the utilities RWE and Uniper instead of building onshore plants, and Parliament passed an acceleration act letting authorities skip environmental assessment and relax procurement for these projects.
Limits: The two cost figures are not like for like and must not be read as an overrun percentage: the May 2022 figure was funding made available for four units, the February 2023 figure is an expected spend for five units over charter terms the government puts at five to 15 years, and the government says a large part will flow back through landing fees. The charter contracts are classified (VS-Vertraulich), so no outside reader can check either number. The schedule claim, decision in late February 2022 to commissioning in December 2022, is computed from two documents rather than published as one figure, and it covers only the first unit; the sources verified here give no commissioning dates for the others, and plans for Stade and a second Wilhelmshaven unit were only targets for end 2023. Part of the speed was bought by suspending process: the government's answer confirms that under the LNG Acceleration Act no environmental impact assessment was carried out at Wilhelmshaven or Brunsbรผttel. Nothing here shows how fully the terminals have been used, which is the main criticism of the build-out.
