Strongest usable evidence: Adaptability, at 72.0. Experimentation needs more evidence: confidence is 0.33.

These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Centralized state with a long tradition of directing industrial policy.
Read France beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.
- Click any axis to see every country on that dimension.
A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+0.3 over 10 years, from 61.9 in 2016 to 62.2 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023
2.2 % of GDP, rank 15 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023
5,369 per million people, rank 18 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
57,275 per million people, rank 15 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Senate foresight delegation (Délégation sénatoriale à la prospective)
The Bureau of the French Senate created a foresight delegation in April 2009, succeeding the planning delegation set up by the 1982 planning reform law, with a mandate to study changes in society and the economy and to build scenarios; it has 36 senators appointed in proportion to the political groups and adopted reports in every year from 2010 to 2022 listed on its page.
36 senators, members of the senate foresight delegation, 2026-10-02. Sénat (France), Présentation de la délégation à la prospective, retrieved 2026-10-02.
How it worked: A chamber's governing bureau turned an existing planning delegation into a standing foresight body of members with free choice of topics and a duty to write scenarios, which keeps it outside the legislative calendar.
Limits: Membership measures size, not influence: 36 senators on a delegation say nothing about whether a report changed a law, and the delegation has no legislative power by design. It informs the Senate only; the National Assembly has no equivalent, as the page itself says, and the figure says nothing about foresight in the executive. The page's report list stops at 2022, although the delegation's main page shows a report dated June 2026, so the list is incomplete and no report count is given here. After the 2026 Senate renewal the main page states the delegations will be reconstituted, so the current membership is pending. It is filed against the foresight construct because its rules instruct it to draw up scenarios of change, which is foresight practice rather than technology assessment (France's technology assessment office, OPECST, is a separate body).
Panel estimate, round 2, how this layer works
- 67.0 institutionalist@claude-opus-5-5, self-confidence 0.45
Panelist C's point on repeated surprises in pension and fiscal reform is a fair test of conversion, so I move from 70 to 67. France Strategie, the Haut-Commissariat au Plan, CNRS and CEA remain durable anticipatory institutions that the article count understates, which keeps me above the indicator.
- 65.0 bottom_up@claude-opus-5-5, self-confidence 0.45
France Strategie, the restored Haut-Commissariat au Plan and long-horizon CEA and CNRS research are institutional foresight that the per-head article count understates, which is A's point and mine. Political instability since 2024 and recurring surprise in pension and fiscal reform limit follow-through, so I hold at 65 between A and C.
- 62.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
I move up two: the planning tradition and the long nuclear programme are real long-horizon commitments that per-head article counts understate. Pension and fiscal surprises and instability since 2024 show follow-through is inconsistent, so I stay below A.

Individuals using the internetWorld Bank (IT.NET.USER.ZS), 2024
88.7 % of population, rank 47 of 125. Share of the population that used the internet in the last three months.
A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.
Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024
99.2 % aged 15+, rank 4 of 122. Adults with an account at a bank or mobile money provider.
A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.
Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2024
108 % of GDP, rank 17 of 124. Domestic credit provided to the private sector by financial corporations.
A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2025
2.202 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Under the Plan France Très Haut Débit, defined by the government in February 2013, private operators and local-authority public initiative networks built fibre so that 43.1 million of France's 45.2 million premises, 95.3 percent, were connectable to fibre at the end of June 2026.
43,100,000 premises, premises connectable to fibre to the home, 2026-06-30. 970,000 premises, premises still to be made connectable in public initiative network zones, 2026-06-30. Arcep, the French telecoms regulator, Marché du haut et du très haut débit fixe, results to end June 2026, retrieved 2026-10-01.
How it worked: The state split the territory: private operators made binding rollout commitments in profitable areas, which Arcep can enforce. In the rest, départements and regions tendered public initiative networks, built and run by private firms under concession and co-financed by a state subsidy fund.
Limits: The national coverage figure mixes the parts of the plan. In the very dense zones and the private-initiative zones (AMII and AMEL), private operators invested on their own account, so not every connectable premise is a product of joint delivery. Only the public initiative network zones are the clearly public-private part. Arcep's release gives what remains to be built there, 5 percent, but not the zone's total size. 'Connectable' means a line passes the premises, not that anyone subscribes or that the service is good. The 20 billion euro envelope and the roughly 3 billion euro state subsidy are 2013 announcements, not audited spending. The envelope was announced for the ten years from 2013, and 2.1 million premises were still not connectable in mid-2026. Arcep says more than a third of those are premises where a third party refused the works or the building is still under construction. The deployment figures are reported by operators to the regulator.
France's research ministry has funded Cifre industrial doctorates since 1981, paying an employer 42,000 euros over three years to hire a doctoral candidate whose thesis research is run in partnership with an academic laboratory; ANRT, which operates the scheme for the ministry, accepted 1,700 new Cifre in 2025 across 1,029 distinct employers.
1,700 doctoral contracts, new cifre industrial doctorates accepted, 2025. 1,029 organisations, distinct beneficiary employers, 2025. Association nationale de la recherche et de la technologie (ANRT), operator of the Cifre scheme for the Ministry of Higher Education and Research, Rapport d'activité 2025, retrieved 2026-10-02.
How it worked: The state subsidises a firm to employ a doctoral candidate whose thesis is supervised by an academic laboratory, and requires a collaboration contract between employer and lab, so each grant creates a person who works in both and a formal research agreement between them.
Limits: The figures are inside a PDF (PDF pages 17 and 19, printed pages 15 and 17). ANRT is an association that runs the scheme on the ministry's behalf, so this is the programme reporting on itself; the ministry's own page was not reachable to cross-check. Employers include local authorities and associations (13 percent in 2025) as well as firms, so not every contract is university-industry collaboration. The count is of new contracts, not completed theses or research outputs. 2025 was below the scheme's own target: the same report says the ministry expected growth from 1,850 to 1,950 new Cifre and that 1,700 fell 13 percent short, with large firms' demand down 19 percent, so the 2025 figure is a dip against the 2024 level rather than a peak.

It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Confidence in the courtsJoint EVS/WVS (E069_17), 2022
10 % a great deal, higher is better. Share of survey respondents saying they have a great deal of confidence in the justice system and courts, of the four answers a great deal, quite a lot, not very much and none at all, in the Joint EVS/WVS 2017 to 2022 survey round.
Confidence in the courts is the public half of what this capability asks: whether people expect the rules to be enforced when a stranger breaks them. It is not scored because the survey answer reads two things the number cannot tell apart. Where courts are independent, confidence is a judgment of how they perform. Where they answer to the state, it is also deference, and saying otherwise to an interviewer has a cost. In this frame the pattern runs the wrong way. India, the Philippines and Indonesia, all electoral autocracies in the V-Dem 2025 classification, lead on the share saying a great deal, and Vietnam and China, the two closed autocracies surveyed, lead once quite a lot is counted too. The ten electoral autocracies average 21.8 percent saying a great deal and the two closed autocracies 28.1, against 13.6 for liberal and 8.4 for electoral democracies. Scored, it would rank highest the states whose courts are least able to rule against them. Income is not why it is left out: the share correlates about -0.18 with log GDP per capita. The value is the share saying a great deal; the share saying quite a lot is in the source note.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2024
71.5 % gross, rank 38 of 124. Gross enrolment ratio in tertiary education.
A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).
Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2022
5.3 % of GDP, rank 27 of 125. Government expenditure on education as a share of GDP.
A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).
Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2018
17.6 % of secondary, rank 44 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
France's Compte personnel de formation generated 1,387,500 training starts in 2024, with 1,232,100 people entering a CPF-funded course through the national account and platform.
1,387,500 training starts, cpf-funded training starts, 2024. 1,232,100 people, people entering cpf-funded training, 2024. French Ministry of Labour, DARES Results: Le compte personnel de formation en 2024, retrieved 2026-08-31.
How it worked: France gave individuals a portable training entitlement, then put the account, catalogue, identity checks and payment flow into one national platform managed by the Caisse des Dépôts. The design lets workers choose a course while public employment services and employers can add targeted funding.
Limits: Training starts and participant counts show use of a public financing and matching platform, not course completion, learning quality, job mobility, wage gains or equal access. DARES notes major catalogue and contribution-rule changes during 2024, including the motorcycle-licence expansion and a €100 co-payment, so year-on-year totals are not a pure measure of underlying learning demand.
Experimentation
How easily can new approaches be attempted, tested, abandoned, and improved?
+2.6 over 10 years, from 87.7 in 2016 to 90.3 on 3 indicators seen in both years.
0.0 over 20 years, from 100.0 in 2006 to 100.0 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). Wireable on an inspectable deal count with one definition of a first round for half the frame or more. Read A1 before treating this dimension as measured.

It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). A realistic candidate for Envisioning to build from those lists. Wireable on a register that counts admissions and completions on one definition for half the frame or more.

The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Bac à sable réglementaire in the energy sector
Under the 2019 energy and climate law, France's energy regulator CRE and the energy directorate DGEC granted temporary derogations from network access rules to 30 projects, 25 by CRE and 5 by DGEC, of which six were running and reporting indicators in May 2025 and two had been generalised into regulation in 2024.
30 projects, projects granted derogations under the energy regulatory sandbox, 2025-05-27. Commission de régulation de l'énergie, Rapport n°2025-03 sur l'avancement des projets bénéficiant de dérogations, retrieved 2026-10-02.
How it worked: Parliament gave the energy regulator and the ministry a power to grant time-limited derogations from network access conditions, first through application windows and since November 2022 on a rolling basis, with annual public progress reports.
Limits: The figure is inside a PDF (page 3). A derogation granted is not a trial run: the same report says only six of the 30 were in progress and producing indicators, and 14 further requests were awaiting a decision, mostly at DGEC. Progress data come from project holders and network operators. The sandbox covers network access and use in electricity and gas only, so it says nothing about experimentation elsewhere in French regulation.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
74 % aged 15+, rank 48 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
48.9 per 100 people, rank 1 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2024
6.6 % of output, rank 35 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2025
3.4 % of employment, rank 13 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
France's long-term unemployment decline
France's national statistics office Insee reported that people unemployed for at least one year represented 23.3% of all unemployed people in 2024, while the long-term unemployment rate was 1.7% of the active population, down from 3.1% in 2015.
23.3 % of unemployed, long-term unemployed as share of all unemployed, 2024. 1.7 % of active population, long-term unemployment rate, 2024. Insee, Evolution du chômage / Employment Survey 2024, retrieved 2026-08-31.
How it worked: France's employment system combines unemployment insurance, employment-service counselling and targeted training or hiring support, helping some jobseekers move through the labour market before unemployment becomes persistent. The falling long-term rate is an outcome to investigate, not proof that one programme caused it.
Limits: The figures describe labour-market duration, not the causes of unemployment, the quality of re-employment or whether training and employment services produced the decline. Insee's household-survey definitions and population scope matter, and a low long-term share can coexist with high short-term churn or discouraged workers outside the unemployment measure.
Strategic stock of pandemic masks, and its erosion
France's health ministry and its stockpile agency built a strategic pandemic stock of about 1.7 billion FFP2 and surgical masks by 2009, but by the start of the covid-19 crisis it held only about 100 million valid masks, according to the Senate commission of inquiry.
100,000,000 masks, valid ffp2 and surgical masks in the strategic stock at the start of the covid-19 crisis, 2019-12. 1,700,000,000 masks, ffp2 and surgical masks in the strategic stock at the 2009 peak, 2009. Sénat, commission d'enquête pour l'évaluation des politiques publiques face aux pandémies, rapport n° 199 (2020-2021), Santé publique : pour un nouveau départ, retrieved 2026-10-01.
How it worked: The health ministry and EPRUS, later Santé publique France, built a national stock of nearly two billion masks after the H5N1 scare. The directorate-general for health then let expiring and non-conforming lots go without replacement. It ordered 613 million surgical masks destroyed in 2018 and did not renew them, so the stock was close to empty when covid-19 arrived.
Limits: The status is the contestable part. The collapse from 2009 to 2019 is well documented, but the state rebuilt the stock during and after the crisis: Santé publique France's January 2024 inventory, quoted in a 2025 Senate bill, counts 2.1 billion masks, more than the 2009 figure. The case for 'eroded' rests on two things. About 706 million of those masks had already expired, which leaves roughly 1.39 billion in date, a subtraction we made and the source does not publish. The same text says every mask bought during the crisis expires in 2026. The 2009 figure is itself overstated as capability, because the 613 million surgical masks bought in 2005 and 2006 later failed a 2014 standard. Measured in conforming masks, today's stock may exceed the 2009 one, so a reviewer could fairly argue for 'operating'. The Cour des comptes chapter on mask stock management (RALFSS, May 2025) did not open from this machine, because the host refused the connection, so its figures are cited only through the Senate text. The Senate figures were compiled by the commission from Santé publique France data and are given in round numbers. Mask counts measure one input to pandemic readiness. They say nothing about distribution capacity, domestic production or the rest of the stock: drugs, gowns, gloves.
Activité partielle in the 2020 crisis
France scaled its short-time work scheme (activité partielle) from an industrial instrument into an economy-wide one in the spring of 2020, placing 8.4 million employees on it at the April 2020 peak and 11.3 million at some point between March 2020 and December 2021.
8,400,000 employees, employees placed on activité partielle at the peak, 2020-04. 11,300,000 employees, employees with at least one hour of activité partielle, march 2020 to december 2021, 2021-12. Unédic, Activité partielle : état des lieux et perspectives (28 February 2022), retrieved 2026-10-02.
How it worked: The state widened eligibility and raised the compensation rate of an existing short-time work scheme by decree, and the state and Unédic paid employers for hours not worked, so firms could cut hours instead of jobs.
Limits: Unédic is a private-law association run jointly by the employer and union confederations that manages unemployment insurance under a statutory mandate; it is not a statistics office, and this is a signed analytical study (Oana Calavrezo) in which it reports on a programme it co-financed at about one third: 14.4 billion euros in 2020 and 2021 (11.5 billion of spending and 2.9 billion of forgone receipts), more than half of its deficit in those years. The counts are Unédic's own calculations on the payment agency's claims data (ASP, Extranet Activité partielle, data at 17 January 2022, de-duplicated), stated in the full report linked from the page; the December 2021 months were provisional at that date. The labour ministry's statistics service (DARES) publishes the official series but its pages refused automated access on the retrieval date. The scheme existed before the crisis; what changed was its rules and scale, which the page describes as a change of scale 'in a few days' in the spring of 2020 without dating each decree. The count is of employees placed on the scheme, including long-term partial activity (APLD), not of jobs saved, and 45 percent of those placed on it only used it in the first lockdown. Cost per job and deadweight are not shown.

Flamanville 3 EPR, and the erosion of nuclear new-build delivery
France's Flamanville 3 EPR took about 16.5 years from construction beginning in September 2007 to completion in early 2024, and its commissioning was the country's first new nuclear reactor since Civaux 2 in 1999, a 25-year gap.
16.5 years, construction duration, 2024. 25 years, gap since the previous french reactor commissioning, 2024. French Nuclear Safety Authority, oversight of the Flamanville EPR, retrieved 2026-08-31.
How it worked: A state-backed utility attempted a first-of-kind reactor after a long pause in domestic nuclear construction, while the regulator accumulated inspections and prescriptions as construction, manufacturing and testing problems appeared; the project delivered, but the decade-plus gap exposed how much build-and-supply-chain capability had gone unused.
Limits: The durations are calculated from the start and completion dates and from the previous commissioning date stated by the regulator; they do not isolate the causes of delay, the project's cost or the reactor's long-run availability. Flamanville eventually entered service and the regulator reports nearly 600 construction inspections, so the case documents a thin and difficult delivery capability rather than a project that never completed. The regulator describes its own oversight and is not an independent cost auditor.
The Société du Grand Paris, the state's public builder, renamed Société des grands projets by the law of 27 December 2023, has been building the Grand Paris Express automatic metro since works began in June 2016. The project's estimated total cost rose from 22.6 billion euros in March 2013 to 36.1 billion euros from October 2021, about 60 percent above the 2013 estimate.
36.1 billion EUR, updated total cost estimate of the grand paris express, 2021-10. 22.6 billion EUR (2012 euros), cost estimate of the grand paris express when the route was set, 2013-03. Sénat, commission des finances, rapport général sur le projet de loi de finances pour 2026, Écologie, développement et mobilité durables, retrieved 2026-10-01.
How it worked: The state created a dedicated public builder with its own earmarked taxes and the right to borrow on bond markets, so that a 200 km metro could be built in parallel rather than paid for line by line. The Senate notes this borrowing moved full delivery from 2075 to 2030, at the price of cost estimates that were revised upward as studies deepened and the Olympic deadline compressed the schedule.
Limits: The 60 percent overrun is our calculation from two Senate figures. The 2013 baseline is stated in 2012 euros. The 2026 page does not state the price basis of the 36.1 billion figure, but the 2020 Senate report (r20-044) gives the preceding estimate as '35,6 milliards d'euros aux conditions économiques de 2012', which points to constant 2012 euros, so the overrun is mostly real rather than inflation. Both figures are estimates to completion and not an audited outturn, and the network is still unfinished. The Senate reports that in February 2025 the builder announced new delays to line 15 south and the first sections of lines 16 and 17, so the cost figure, unchanged since 2021, may rise again. The 36.1 billion excludes the further 3.5 billion euros, and 700 million more in 2024, that the builder pays toward other Île-de-France transport projects. The source does not quantify schedule slippage against the 2013 or 2018 timetables. The Cour des comptes reports on the project, the primary audit source, did not open from this machine, so the figures come from parliament's reading of the builder's answers to its questionnaires.
