Why this country is included: State breakdown case; shows what the frame floor looks like.
Read Haiti beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.
- Click any axis to see every country on that dimension.
A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
0.0 over 10 years, from 0.0 in 2016 to 0.0 on 2 indicators seen in both years, with 1 at the frame edge.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored

R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS)
No value for this country. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6)
No value for this country. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
7.7 per million people, rank 124 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Panel estimate, round 2, how this layer works
- 4.0 institutionalist@claude-opus-5-5, self-confidence 0.70
Hold near the floor: the panel agrees statistics and research are the weakest in the frame. Community early warning and diaspora networks are real but are not an organisation that plans for the nation, so they do not move this dimension much.
- 6.0 bottom_up@claude-opus-5-5, self-confidence 0.65
Panel agrees the statistical and research base is the weakest in the frame; I trim slightly because community early warning is local and does not reach national preparation, which the others rightly stress.
- 4.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.60
Weakest statistical and research base in the frame and no functioning state foresight; both panelists agree on the floor, so I hold.

It observes the felt capacity to act, not action. The table prints the mean to one decimal and no top-box share, so the row stores the mean and ties are common. Fieldwork years differ by up to six years: the 37 countries emitted were surveyed between 2017 (eight, the US among them) and 2023 (India), and every value is stamped with the release year 2022. Response style on 10-point scales differs across cultures, and a closed autocracy can read high: Vietnam and Nicaragua sit near the top of the frame. Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2025

A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

The Joint EVS/WVS confidence battery (E069) reaches 37 countries from one release, and confidence in the courts (E069_17) is published beside Trust as a check under this id rather than scored: every item of the battery tested (courts, civil service, police, parliament and government) reads higher in the closed and electoral autocracies of the frame than in its democracies, which is deference as much as confidence (A13). Note: The distinction that makes this dimension worth measuring: whether trust reaches a person with no tie to the respondent. Generalised trust asks about "most people", which a respondent can fill with their own circle; this item names the stranger. China is the clearest case, high on most people and low on a person met for the first time. The value is the publisher-weighted share answering trust completely plus the share answering trust somewhat, the one sum of two printed columns the adapter stores, exact to about 0.1, over all respondents including don't know and no answer. EVS and WVS ask the same question on the same four-point scale; where one country has both samples, the WVS share is a median 2.2 points higher. Trust in people of another nationality (G007_36_B), which the row once also named, is left out because it reads attitudes to foreigners as much as trust. Fieldwork runs from 2017 to 2023 and every value carries the release year 2022. Germany, the United Kingdom and the Netherlands are held, as for interpersonal trust. See D140.

Panel estimate, round 2, how this layer works
- 10.0 institutionalist@claude-opus-5-5, self-confidence 0.50
I raise slightly to credit konbit and sol groups as cooperation beyond kin, but they are bounded networks and the formal layer that lets strangers cooperate, courts and enforceable contracts, has largely stopped functioning. The 76 on contract time is a 2019 Doing Business figure for a court system that is now closed in much of the capital.
- 20.0 bottom_up@claude-opus-5-5, self-confidence 0.40
I accept that the formal judiciary has largely collapsed and the contract-time row is misleading, so I lower; I hold above the others because sol savings groups, konbit labour exchange and hometown associations sustain cooperation between non-kin at scale, which is the construct asked.
- 14.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
Panelist A is right that the 2019 contract time flatters a judiciary that has largely stopped functioning, but panelist B is right that informal solidarity exists; I hold between them since it does not scale beyond networks.

Tertiary enrolmentWorld Bank (SE.TER.ENRR), 1986
1.1 % gross, rank 124 of 124. Gross enrolment ratio in tertiary education.
The value is from 1986, more than 15 years old.
A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).
Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2023
0.97 % of GDP, rank 122 of 125. Government expenditure on education as a share of GDP.
A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).
Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 1986
3 % of secondary, rank 102 of 125. Vocational pupils as a share of total secondary enrolment.
The value is from 1986, more than 15 years old.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
National literacy campaigns, 2010-2015
Haiti's national literacy campaigns trained about 250,000 adults between 2010 and 2015, about 10 percent of the illiterate population, according to the education ministry's ten-year plan.
250,000 adults (approximate), adults trained in literacy campaigns, 2010-2015. Ministère de l'Éducation Nationale et de la Formation Professionnelle (MENFP), Plan décennal d'éducation et de formation 2020-2030 (December 2020), republished by the MIT-Haiti Initiative, retrieved 2026-10-02.
How it worked: The state ran adult literacy campaigns through the education ministry's literacy apparatus, reaching an estimated tenth of the illiterate adult population over five years.
Limits: The only figure is a rounded approximation on printed page 25 (PDF page 28) of the ministry's plan, which cites an unpublished 2017 MENFP review of the 2010-2015 operational plan; no annual series, completion or literacy test results are given. 'Trained' is not 'made literate'. The copy that opens is hosted by the MIT-Haiti Initiative, not by the ministry, whose own site does not carry the PDF. The plan places the adult literacy campaigns, itinerant courses of at most six months, under a Secretariat of State (the Secrétairerie d'État à l'Alphabétisation; printed page 21, PDF page 24), but it does not say who paid for them; Haiti's literacy work in this period drew on foreign cooperation, so the domestic share of the funding is unknown. The same page says non-formal education suffers from inadequate infrastructure, budgets and staff, and the record does not show the campaigns continuing after 2015. 2010 is the start of the reporting period, not the start of literacy campaigns in Haiti.
Panel estimate, round 2, how this layer works
- 15.0 institutionalist@claude-opus-5-5, self-confidence 0.55
Hold: HCI is near the bottom and predates the school closures caused by violence and displacement. The citation ratio rests on a small number of co-authored papers and says little about domestic knowledge institutions.
- 17.0 bottom_up@claude-opus-5-5, self-confidence 0.50
HCI is very low and predates the gang-driven school closures; the citation ratio is a small-sample artefact. Church and community schools keep some learning going, which keeps me slightly above the floor.
- 13.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.50
HCI is low and dated before the worst school closures; the citation ratio rests on few papers. I move one point up toward B because schooling persists privately.

Note: A filed design is a registered attempt at a new product form: cheaper and more frequent than a patent, so it reads as many small experiments (D126). Three traps. China subsidised design filings, as it did patents, so its count runs ahead of the attempts behind it. EU applicants increasingly file at the EUIPO rather than nationally, and resident counts at a national office miss those filings, so EU members read low. The Netherlands has no series because designs there go to the Benelux office. Read it beside resident trademarks, which it partly duplicates.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). Wireable on an inspectable deal count with one definition of a first round for half the frame or more. Read A1 before treating this dimension as measured.

It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). A realistic candidate for Envisioning to build from those lists. Wireable on a register that counts admissions and completions on one definition for half the frame or more.

R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.
Panel estimate, round 2, how this layer works
- 5.0 institutionalist@claude-opus-5-5, self-confidence 0.45
Raised slightly to allow for informal trial and error and mobile money uptake, but I agree with panelist C that much informal enterprise is survival churn without a channel to test, scale or learn. The registration data are from 2014 and sit at the floor.
- 12.0 bottom_up@claude-opus-5-5, self-confidence 0.35
Panelist C is right that much informal enterprise is survival, so I lower a little; but mobile money and informal trade still show people trying, abandoning and switching approaches, which 2014 registration counts cannot see.
- 5.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
B's informal entrepreneurship is real but is mostly survival activity; it is not evidence of testing and improving. Formal rows sit at the floor and I hold.

Note: Derived from ILOSTAT unemployment by duration: 12 months or more over the unemployed whose duration is stated, both sexes, age 15 and over, a labour force survey preferred where ILOSTAT holds more than one. Read it beside the unemployment rate, because a high share means two different things: slow reallocation, where people who lose work stay out of it (South Africa, Kenya, Nigeria), or a small residual pool in a tight market, where the few left unemployed are the hardest to place (Switzerland, Japan). Some national questionnaires cannot record a long search, so the adapter runs a plausibility gate on every country: it drops a year under 3%, every year of a survey whose median is under 3%, a one- or two-year spike of more than 15 points that the series returns from, and a latest year that jumps more than 15 points with no later year to confirm it, then emits the latest year that survives. Every dropped value is logged in the source memo. See D120.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
65.3 % aged 15+, rank 90 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2022
0.31 per 100 people, rank 114 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2022
14.7 % of output, rank 89 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2012
91.6 % of employment, rank 89 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Routine immunization coverage, and its erosion
WHO and UNICEF estimated Haiti's national DTP3 routine-immunization coverage at 51% in 2022, down from 68% in 2011, while documenting vaccine and syringe stockouts and weak administrative reporting in the national programme.
51 % of children receiving three DTP doses, estimated dtp3 coverage, 2022. 68 % of children receiving three DTP doses, estimated dtp3 coverage at the start of the comparison, 2011. World Health Organization and UNICEF, Estimates of National Immunization Coverage: Haiti 2022 revision, retrieved 2026-08-31.
How it worked: Haiti's Expanded Programme on Immunization lost routine coverage as stockouts, insecurity and weak reporting interrupted the chain from national procurement to local clinics. The decline shows how a public-health capability can erode when replenishment, supervision and data feedback fail together, even while the programme remains formally in place.
Limits: The 51% figure is a WHO/UNICEF estimate with low confidence and is not a direct census of vaccinated children: the profile records poor administrative reporting, national stockouts and disagreement from Haiti's Ministry of Health. The estimate does not show which districts lost coverage, whether children completed doses later, or the causal contribution of insecurity, financing, supply or clinic access; it is evidence of a reported national delivery failure, not a clean impact estimate.
National cholera elimination drive, and the return of cholera
After Haiti's Ministry of Public Health (MSPP) and water directorate DINEPA launched the National Plan for the Elimination of Cholera in 2013, the country reported no confirmed cholera case from January 2019 to January 2022, but transmission returned in October 2022 and the MSPP epidemiology directorate had reported 76,675 suspected cases in all 10 departments by 18 December 2023.
76,675 suspected cases (cumulative), suspected cholera cases reported since the october 2022 re-emergence, 2023-12-18. 3 years, consecutive years with no confirmed cholera case before re-emergence, 2019-01 to 2022-01. Pan American Health Organization / WHO, Cholera Epidemic in Haiti and the Dominican Republic, Situation Report #20 (27 December 2023), citing MSPP/DELR, retrieved 2026-10-01.
How it worked: Haiti's MSPP and DINEPA pursued elimination through case surveillance, case-area rapid response teams and targeted vaccination, with partner financing, and drove confirmed transmission to zero. When insecurity, displacement and water-system collapse returned in 2022, the response chain broke and cholera spread back to every department.
Limits: The two numbers are in different units: a three-year run with zero confirmed cases is set against a cumulative count of suspected cases, so the record shows a loss of the elimination outcome, not a measured fall in a capability. Part of the apparent elimination may be under-detection; WHO reports national figures and does not audit them. Suspected-case counts depend on clinical definitions and reporting under gang violence that cut access to clinics and labs, so the 76,675 figure is likely an undercount and not comparable with the 2010 to 2019 series. The re-emergence was driven mainly by insecurity, displacement and the collapse of water supply, which the elimination plan's water and sanitation targets never fixed; it is weak evidence about the surveillance and rapid-response capacity itself. Much of the response (rapid response teams, oral vaccine, water investments) was financed and technically run with PAHO, UNICEF, CDC and NGOs, so attribution to Haitian institutions alone is partial. The started year, 2013, is the year the plan was announced and funding requested, since the PAHO page is a funding call, and not a dated start of delivery; control activities had run since the October 2010 outbreak. The secondMetric comes from a separate WHO page.
Panel estimate, round 2, how this layer works
- 15.0 institutionalist@claude-opus-5-5, self-confidence 0.45
Raised a little because household coping through remittances and migration is real reallocation, but the system-level response to the 2021 earthquake and the security collapse was carried by outside actors. Export structure stays narrow and apparel-dependent.
- 24.0 bottom_up@claude-opus-5-5, self-confidence 0.40
Household coping through migration, remittances and trade rerouting is real reallocation, so I stay above panelist A; I lower slightly because national systems cannot respond and repeated shocks are absorbed rather than adapted to.
- 20.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
Remittances and migration are coping, largely bought by diaspora income and not national reallocation; the state cannot respond to shocks and exports are narrow. I move slightly toward A.

Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
PetroCaribe-financed public investment programme, and its audited failure
From September 2008 to September 2016, Haiti's Council of Ministers allocated PetroCaribe oil-credit revenue to 409 public projects, and the state fuel monetisation bureau BMPAD disbursed US$1,605,905,287.84 (92.4% of the revised budget), but the Superior Court of Auditors (CSCCA) found cost and schedule overruns across the audited works, including a Cap-Haïtien street rehabilitation that ran 18% over budget and took 21 months against an eight-month contract term.
1,605,905,287.84 US dollars (cumulative, 92.4% of revised budget of US$1,738,691,909.70), petrocaribe project funds disbursed by bmpad across 409 council-of-ministers projects, 2008-09 to 2016-09. 18 % over contract amount, budget overrun on the audited cap-haïtien street rehabilitation, phase 1 (mtptc), 2010-03-18 start, completed in 21 months. Cour Supérieure des Comptes et du Contentieux Administratif (CSCCA), Audit spécifique de gestion du fonds PetroCaribe, rapport 3 (August 2020), retrieved 2026-10-01.
How it worked: Successive Haitian governments turned Venezuelan oil credit into a parallel capital budget, approving projects by Council-of-Ministers resolution under emergency law and having ministries such as MTPTC and MPCE award contracts directly. Spending reached US$1.6 billion, but without needs analysis, cost estimates or contract supervision, many works overran, stalled or could not be verified, and the money stopped when the oil credit ended.
Limits: The headline number is money disbursed, not works delivered: the CSCCA itself says missing reception certificates often stop it concluding whether a contract was finished or abandoned, and it documents abandoned works such as the Miragoâne market and bus station, stopped at 35.27% progress, a figure from report 1 (31 January 2019). The court publishes no aggregate cost or schedule overrun for the 409 projects. The 18% overrun is one audited road project picked as the cost figure, with no claim that it is typical; other audited projects show overruns of 9%, 10%, 33% and 54% against contract (reports 1 and 3), and some came in under budget. Report 1 gives the Cap-Haïtien contract an 8-month term but a contractual end date of 14 May 2011 (start 18 March 2010), so the schedule overrun is 21 months against 8 or against about 14 depending on which line of the court's own sheet is read. The audit covers a sample of projects across three reports of roughly 1,000 pages each, every figure has to be read out of a PDF, and contractors contested several findings in report 3's annex. The 'dismantled' status rests on the audit ledger: the last resolution is dated 28 September 2016 and Venezuelan PetroCaribe supply then collapsed; no single Haitian text formally closing the programme was located. Projects were executed in a post-earthquake state of emergency that suspended normal procurement rules, which the court says enabled direct awards.
