These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Added in the 9.0.0 completion, which takes every country of a million people or more that is measurable in all nine capabilities.
Read Romania beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.

A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023
0.52 % of GDP, rank 58 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023
1,082 per million people, rank 51 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
27,230 per million people, rank 32 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Panel estimate, round 2, how this layer works
- 46.0 institutionalist@claude-opus-5-5, self-confidence 0.50
I move down two points on panelist C's point: the seismic retrofit programme for Bucharest's highest-risk buildings has stalled for decades against a known hazard, which is a direct failure of institutional preparation. Strong statistics through Eurostat alignment do not offset government churn and a fiscal slide to the largest EU deficit.
- 46.0 bottom_up@claude-opus-5-5, self-confidence 0.45
C's point on the weak seismic retrofit record and A's on the fiscal slide to the EU's largest deficit both show foresight not becoming preparation, so I come down two points while staying above C, since excellent statistics are a real base.
- 46.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
A top-ranked statistical system is real capability, but much of it is Eurostat alignment, and planning is driven by EU cycles with chronic under-absorption, a record deficit and weak retrofit programmes. Two panelists at 48 persuade me to move up two points, though not to the indicator level.

It observes the felt capacity to act, not action. The table prints the mean to one decimal and no top-box share, so the row stores the mean and ties are common. Fieldwork years differ by up to six years: the 37 countries emitted were surveyed between 2017 (eight, the US among them) and 2023 (India), and every value is stamped with the release year 2022. Response style on 10-point scales differs across cultures, and a closed autocracy can read high: Vietnam and Nicaragua sit near the top of the frame. Individuals using the internetWorld Bank (IT.NET.USER.ZS), 2024
91.3 % of population, rank 33 of 125. Share of the population that used the internet in the last three months.
A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.
Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024
71.3 % aged 15+, rank 70 of 122. Adults with an account at a bank or mobile money provider.
A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.
Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2025
22.1 % of GDP, rank 98 of 124. Domestic credit provided to the private sector by financial corporations.
A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2023
1.723 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Proiect de transfer la operatorul economic (PTE) research-to-firm transfer grants
Romania's research funding agency UEFISCDI accepted 35 firm-led projects with research organisation partners for funding in the 2024 PTE (transfer to the economic operator) competition, plus one more on a second list, after 47 in the 2021 competition.
35 projects, pte 2024 projects on the list accepted for funding, PTE 2024 competition. 47 projects, pte 2021 projects on the list accepted for funding, PTE 2021 competition. Unitatea Executiva pentru Finantarea Invatamantului Superior, a Cercetarii, Dezvoltarii si Inovarii (UEFISCDI), Lista proiectelor PTE 2024 acceptate la finantare (PNCDI IV, Programul Parteneriate pentru Inovare), retrieved 2026-10-02.
How it worked: The national research funding agency runs a periodic competition in which a company leads a project to take a research organisation's result to market, with the state grant paying both sides under state aid rules.
Limits: The count is ours: the four-page PDF numbers its rows 1 to 35 and is a list of projects accepted for funding, not contracts signed or completed; a separate 'Lista nr. 2' adds one more project (PN-IV-P7-7.1-PTE-2024-0336), and a reserve list exists, so the contracted number may differ. The 2021 figure is the row count of a different file on the same agency site (resource-862977, 'Lista proiectelor PTE 2021 acceptate la finantare'), not at the cited URL. Each project is coordinated by a company with one or more universities or national R&D institutes as partners, and the maximum grant was about 1.5 million lei, so this is a few dozen projects a competition in a country of 19 million. PTE competitions are not annual (2019, 2021, 2024, and a 2026 call that closed on 16 September 2026 with 378 proposals submitted and none funded yet), so the gaps between rounds are part of the record. The started year is approximate: PTE ran under PNCDI III from about 2014 to 2016, which is not stated in the cited file. The figures say nothing about technology actually transferred or sold.
Prima Casa / Noua Casa state-guaranteed mortgages through banks, and their wind-down
Romania's Prima Casa programme, renamed Noua Casa in 2020, had the National Credit Guarantee Fund for SMEs (FNGCIMM) issue 334,048 state guarantees and guarantee promises worth RON 31.68 billion on mortgages made by participating banks between 2009 and December 2024, but only 811 guarantees in 2024, and the ratio of guaranteed lending to banks' unguaranteed housing loans fell from about 70 percent in 2017 to about 10 percent in 2023.
10 % (circa), ratio of prima casa / noua casa guaranteed lending to banks' unguaranteed housing loans to individuals, 2023. 70 % (approx.), same ratio in 2017, the first year of the 2017-2021 strategy and the earliest year the source gives, 2017. Ministry of Finance of Romania, Nota de fundamentare for the draft Government Decision on the Noua Casa guarantee ceiling for 2025, 4 March 2025, retrieved 2026-10-02.
How it worked: The finance ministry, through a state guarantee fund acting as its agent, guaranteed half or more of each first-home mortgage that participating banks underwrote, set a lower interest cap and annual guarantee ceilings, and then cut the ceilings year by year so private lending took over.
Limits: The live file at mfinante.gov.ro did not answer a script on the day of retrieval, so the record cites the Internet Archive copy; the figures are on pages 1 and 2 of a nine-page PDF, prepared with FNGCIMM, which runs the programme, so the ministry is grading its own scheme. The decline was largely chosen: the note says the 2017-2021 medium-term strategy set falling guarantee ceilings to decelerate state intervention and that its objectives were met, while private mortgage lending without a state guarantee grew, so the erosion is a planned withdrawal as much as a loss of capacity. The 70 and 10 percent are approximate ('aprox.', 'circa') and describe a ratio of guaranteed to unguaranteed lending as the note words it, which is not the same as a market share. 2017 is the first year of the strategy, not a demonstrated peak: the note gives no earlier year, and the programme's share was probably at least as high in its first years after 2009. 811 guarantees in 2024 is a calendar-year count against a cumulative total, and the note does not give the annual peak; the 1,449 guarantees the Ministry of Finance paid out to banks since launch show the state carried real credit risk. Whether the programme raised home ownership or mainly house prices is not shown.

It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Note: The distinction that makes this dimension worth measuring: whether trust reaches a person with no tie to the respondent. Generalised trust asks about "most people", which a respondent can fill with their own circle; this item names the stranger. China is the clearest case, high on most people and low on a person met for the first time. The value is the publisher-weighted share answering trust completely plus the share answering trust somewhat, the one sum of two printed columns the adapter stores, exact to about 0.1, over all respondents including don't know and no answer. EVS and WVS ask the same question on the same four-point scale; where one country has both samples, the WVS share is a median 2.2 points higher. Trust in people of another nationality (G007_36_B), which the row once also named, is left out because it reads attitudes to foreigners as much as trust. Panel estimate, round 2, how this layer works
- 51.0 institutionalist@claude-opus-5-5, self-confidence 0.40
I move up one point on panelist C's point that the DNA's prosecutions of senior officials are behavioural evidence. I stay well below the indicator score: firm bribery ignores informal payments in health care, interpersonal trust is low, and the 2019 to 2022 judicial changes and the annulled 2024 election strained impartial institutions.
- 54.0 bottom_up@claude-opus-5-5, self-confidence 0.40
C's point that low firm bribery ignores petty corruption in health care is one I accept, so I trim two points; DNA prosecutions of senior officials remain behavioural evidence beyond reputation, so I stay above A.
- 52.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.35
DNA prosecutions of senior officials are behavioural evidence beyond reputation, and firm bribery is very low. Petty corruption in health care, low interpersonal trust and the annulled 2024 election temper the 82, so I hold at 52.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2023
55.2 % gross, rank 57 of 124. Gross enrolment ratio in tertiary education.
A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).
Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2022
3.3 % of GDP, rank 88 of 125. Government expenditure on education as a share of GDP.
A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).
Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2018
28.1 % of secondary, rank 21 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
ANOFM national vocational training plan, and its fall after 2023
Romania's National Employment Agency (ANOFM) enrolled 15,634 people in vocational training courses, skills assessment and apprenticeships under its national training plan in 2025, down from 27,843 in 2023, with unemployed trainees falling from 25,420 to 11,082 while the registered unemployment rate rose.
15,634 people, people included in vocational training, skills assessment or apprenticeship programmes organised by anofm, 2025. 27,843 people, same count two years earlier (anofm activity report for 2023), 2023. Agentia Nationala pentru Ocuparea Fortei de Munca (ANOFM), Raport de activitate al ANOFM pentru anul 2025, section III.1 Formarea profesionala, retrieved 2026-10-02.
How it worked: The national employment agency sets an annual national training plan and delivers it mainly through its own regional adult training centres, free for the registered unemployed and paid for others.
Limits: The agency reports on itself; the figure is on page 17 of a 59-page PDF, and the plan target (24,440) is on the same page. The 2023 peak is from the agency's 2023 activity report (https://www.anofm.ro/wp-content/uploads/2024/09/Raport_activitate_ANOFM_2023.pdf, 27,843 people, 25,420 unemployed), and the 2024 report gives 18,859, so the fall is over two years; earlier years were not read because the 2021 and 2022 report files are not text-searchable, so 2023 is the highest year checked, not a demonstrated all-time peak. The count mixes short courses, competence assessments and workplace apprenticeships (2,257 apprentices in 2025 against 591 in 2024, so the classroom fall is steeper than the total), and counts enrolments, not completions. The registered unemployment rate is from the same reports (2.89 percent average in 2023, 3.24 percent in 2025), so the fall is not explained by fewer unemployed. Against roughly 12 million Romanians aged 25 to 64 the programme reaches about one adult in 800, so it is a delivery record, not a participation rate. The 2002 start is the year the agency's training remit was set in law (Law 76/2002), not read at the source.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). Wireable on an inspectable deal count with one definition of a first round for half the frame or more. Read A1 before treating this dimension as measured.

Read it as how many people are trying, not as how much value the attempts create. Note: Redefined 2026-10-02 (D152). The row asked for the number and breadth of live sandboxes, which is a policy stock: a regime can exist with nobody in it. It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
66.9 % aged 15+, rank 81 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
35.8 per 100 people, rank 27 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023
9.8 % of output, rank 64 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2025
3.2 % of employment, rank 8 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).

State-paid technical unemployment indemnity in the 2020 state of emergency
Two days after the state of emergency was declared on 16 March 2020, Romania's Government made the unemployment insurance budget pay 75 percent of base salary to employees whose contracts were suspended (Emergency Ordinance 30 of 18 March 2020), and by mid-June 2020 the employment agency ANOFM had approved the indemnity for 2,067,970 employees and paid RON 2,937 million, with 241,453 employer requests approved within the legal deadline and 61 late.
2,067,970 employees, employees for whom the technical unemployment indemnity was approved, 2020-06-15. 2,937,320 thousand lei, indemnities paid for suspended contracts during the state of emergency, 2020-06-15. Curtea de Conturi a Romaniei (Court of Accounts), special report 'Gestionarea resurselor publice in perioada starii de urgenta', August 2020, retrieved 2026-10-02.
How it worked: The Government took the Labour Code's existing technical unemployment, which employers paid themselves, and by emergency ordinance moved its cost to the unemployment insurance budget for the emergency, with electronic filing and a statutory payment deadline for the county employment agencies.
Limits: The live PDF at curteadeconturi.ro returned a Cloudflare challenge to a script on the day of retrieval, so the record cites the Internet Archive copy of the same file. The figures are in a 162-page PDF: Table 9 (payments at 15 June 2020) and Table 10 (requests, beneficiaries and on-time approvals by region) on printed page 59, the 2,067,970 and the 2,483,890 employees requested on printed page 60, and the ordinance date (OUG nr. 30/18.03.2020) in the annex on PDF page 132. The audit is independent but the counts are 'date furnizate de ANOFM'. The legal deadline was the agency's own procedural one, and Table 10 counts requests, not days, so the record shows that the agency kept its deadline, not the median time to payment. 409,876 employees' requests were still pending at the cut-off. The indemnity was paid to employers, who passed it to staff; the report finds overpayments and payments to ineligible people among its RON 38.3 million of damages across all emergency spending. The scheme suspended contracts rather than shortening hours, so it is a wage replacement for idle workers, and its speed owes much to an existing Labour Code mechanism that the ordinance financed from the state budget.
Romania's Ministry of Administration and Interior and Ministry of Regional Development completed seismic retrofitting of 44 high-risk public buildings, where about 23,350 people worked, and rolled out a modernised emergency communication system to 48 sites under a project approved in May 2004, after cutting the retrofit target from 84 buildings to 40 in 2010 and closing in June 2012 instead of December 2009.
44 buildings, public buildings with seismic retrofitting completed, 2012-10-30. 84 buildings, high-risk public buildings selected for retrofitting at appraisal, 2004-05-20. World Bank, Implementation Completion and Results Report, Romania Hazard Risk Mitigation and Emergency Preparedness Project (P075163), December 2012, retrieved 2026-10-02.
How it worked: The government used a development loan to strengthen the most dangerous public buildings in the Vrancea seismic zone and to give the emergency inspectorate a shared voice and data network, then trimmed the list as costs rose.
Limits: The figures are the World Bank's, from a completion report on its own loan, in the PDO indicator table near the front of the document and the restructuring section. The report itself says there was no opportunity to test the retrofitted buildings in the absence of a major earthquake, so the record shows preparation, not demonstrated performance in a shock. The 44 exceeds a target already cut from 84 to 40 because of construction cost increases and currency depreciation, and three buildings were left unfinished when the 2010 to 2011 budgets did not cover ongoing works. The 2007 EU accession forced redesigns, and the government changed seven times in eight years. More than 350 public facilities were assessed at risk at baseline, so 44 is a small share, and the separate Bucharest programme for residential buildings at seismic risk is not covered.

A1 motorway, Bucharest to Nadlac
Romania's national road administration has built the 582 km A1 motorway in sections, and construction of the sections the auditors timed began in 2009, and in November 2025 the European Court of Auditors found its latest cost estimate 11 percent below the original estimate in real terms, while one EU co-funded section had run 79 months, or 263 percent of its planned time, late.
-11 % change, change in the a1 motorway's latest cost estimate against the original estimate, 2019 prices, 2025-11. 79 months, longest delay on an eu co-funded a1 motorway action against its planned completion, 2020. European Court of Auditors, Special report 02/2026, EU transport infrastructure (update of special report 10/2020), retrieved 2026-10-02.
How it worked: Romania's national road company split a 582 km corridor into many small procurement lots and financed most of them with EU cohesion and connecting-Europe funds, which kept unit prices visible and auditable but multiplied permits and interfaces.
Limits: The cost figure is the auditors' aggregate of many sections planned and priced in different years, reindexed to 2019 values from an original estimate whose own date the auditors do not give, and it excludes the Bucharest-Pitesti section; the 2020 report warned that the unfinished Pitesti-Sibiu and Deva-Lugoj stretches left the figures subject to significant change. A real-terms fall can come from cheaper design, deferred scope or optimistic pricing of unbuilt sections, and the report does not say which. The auditors did not compute a schedule delay for the A1 as a whole because its timeline varies by section, and the 2020 report took 2030 as the original opening date only because the TEN-T regulation sets it, so the motorway's schedule performance cannot be read from the cost row. The 2026 update was a desk review of figures supplied by the Commission, national authorities and project promoters, with no site visits. The 79 months is one EU co-funded action, not the whole road, and it compares the Lugoj-Deva lots 2-4 action's planned end of May 2016 with an end date of December 2022 that was still a forecast in 2020. The 2020 report also found โฌ3.7 million of EU co-funding wasted, a finished Lugoj-Deva stretch left unused and 800 metres of built motorway demolished, and one building permit needed for every 7 km.
