These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Added in the 9.0.0 completion, which takes every country of a million people or more that is measurable in all nine capabilities.
Read Russia beside up to three other countries, down to the indicator behind every row.

- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.

A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.

Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+14.5 over 10 years, from 35.6 in 2016 to 50.1 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2024
0.94 % of GDP, rank 40 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2024
2,639 per million people, rank 33 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
26,105 per million people, rank 33 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Panel estimate, round 2, how this layer works
- 46.0 institutionalist@claude-opus-5-5, self-confidence 0.45
I hold near my round 1 figure: the panel agrees that Rosstat and formal planning bodies are real institutional assets, and the narrow spread suggests the disagreement is only about how much wartime data closure discounts them. I move one point toward the others because the statistical performance score is 2024 and still high despite the release restrictions.
- 46.0 bottom_up@claude-opus-5-5, self-confidence 0.45
Hold. The panel agrees closely: statistical machinery is strong but foresight is security-centred and the closure of data releases since 2022 weakens the signals institutions and civil society can read; the low article count per head is partly a formal-publication artefact, which offsets that drop.
- 46.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
Statistical performance is a real capability, but article output per head is low and wartime closure limits learning from outside signals. I move toward the panel on the point that independent data releases have narrowed.

It observes the felt capacity to act, not action. The table prints the mean to one decimal and no top-box share, so the row stores the mean and ties are common. Fieldwork years differ by up to six years: the 37 countries emitted were surveyed between 2017 (eight, the US among them) and 2023 (India), and every value is stamped with the release year 2022. Response style on 10-point scales differs across cultures, and a closed autocracy can read high: Vietnam and Nicaragua sit near the top of the frame. Individuals using the internetWorld Bank (IT.NET.USER.ZS), 2024

Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024
79.3 % aged 15+, rank 58 of 122. Adults with an account at a bank or mobile money provider.
A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.
Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2021
54.6 % of GDP, rank 50 of 124. Domestic credit provided to the private sector by financial corporations.
A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2019
15.568 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Government Resolution 218 complex projects for high-tech production
Under Government Resolution 218 of 9 April 2010, Russia's Ministry of Science and Higher Education subsidised 41 joint firm-university complex projects in their R&D stage in 2024, from the 14th and 15th selection rounds. Federal funding was 2.708 billion rubles, and firms put in 4.14 billion rubles of their own (156 percent of the budget funds). The ministry reports 161 technologies developed and handed over to production by January 2025.
41 projects, complex projects receiving state support in the year (14th and 15th selection rounds), 2024. 4.14 billion rubles, extrabudgetary funds raised from participating firms (156% of budget funds), 2024. Ministry of Science and Higher Education of the Russian Federation, report on the ministry's results for 2024 (June 2025), retrieved 2026-10-02.
How it worked: The Russian government subsidises the manufacturer rather than the university. A firm wins a competitive subsidy to commission R&D from a Russian university or state research institute, co-funds it at least one for one, and must build the production line and sell the product from its own resources.
Limits: The ministry is reporting on its own programme in its own annual report, and none of it is audited. The figures are counts of subsidised projects and money, not a measure of how much research firms and universities do together. The 156 percent co-funding largely reflects the rule itself, which requires each firm to match the subsidy at least one for one. The report's cumulative total of 133 projects cannot be reconciled, from this document, with 15 selection rounds since 2010, so the programme's scale over time is unclear. Whether output or new projects per year have grown or shrunk is not shown. The '161 technologies transferred' figure is self-defined and does not show sales. The terms of the scheme and the 2010 to 2020 funding total come from the operator's site, which a private contractor runs. That site says that from 2025 the projects run inside a departmental project of the state programme for scientific and technological development. That reorganisation could change the scheme, and this record does not track it. The figures are read from a 3 MB Russian-language PDF. The figures say nothing about the effect of post-2022 sanctions on the firms involved.
Faster Payments System (SBP), run by the Bank of Russia with the banks
The Bank of Russia's Faster Payments System, which commercial banks connect to so that customers can pay any account by phone number or QR code, processed more than 3 billion operations worth 14.4 trillion rubles in 2022 with 213 banks connected, and 18.3 billion operations worth 103 trillion rubles in 2025.
18.3 billion operations, operations made through the faster payments system in the year, 2025. 3 billion operations (more than), operations made through the faster payments system in the year, with 213 banks connected, 2022. Bank of Russia, Faster Payments System key indicators, Q4 2025, retrieved 2026-10-02.
How it worked: The central bank built a national instant-payment switch addressed by phone number, capped what banks may charge individuals, and had commercial banks connect it to their own apps, so that a transfer or QR payment works across all connected banks.
Limits: The 2025 figures (18.3 billion operations, 103 trillion rubles, 1.4 and 1.5 times 2024) are in the text of the Bank of Russia's quarterly indicator page; the 2022 figures, the 213 connected banks and the comparison with 2019 to 2021, which dates the start, are on the Q4 2022 page (https://www.cbr.ru/analytics/nps/sbp/4_2022/). The pages are HTML text over charts, with no downloadable series. The central bank owns the system, sets its tariffs and reports on it, so this is the operator grading itself. The collaboration is asymmetric: the Bank of Russia and its payment-card subsidiary NSPK built and run the infrastructure, and banks connect and offer it in their apps; the indicator pages do not say how far connection was voluntary, and the record does not claim it was. Growth after 2022 coincided with the exit of Visa and Mastercard and with sanctions on Russian banks, which pushed users towards domestic rails, so the count reflects a shock as much as the design. The values are nominal rubles in a period of high inflation. Russia's infrastructure PPP and concession programme is not covered by this record.

It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Note: The distinction that makes this dimension worth measuring: whether trust reaches a person with no tie to the respondent. Generalised trust asks about "most people", which a respondent can fill with their own circle; this item names the stranger. China is the clearest case, high on most people and low on a person met for the first time. The value is the publisher-weighted share answering trust completely plus the share answering trust somewhat, the one sum of two printed columns the adapter stores, exact to about 0.1, over all respondents including don't know and no answer. EVS and WVS ask the same question on the same four-point scale; where one country has both samples, the WVS share is a median 2.2 points higher. Trust in people of another nationality (G007_36_B), which the row once also named, is left out because it reads attitudes to foreigners as much as trust. Panel estimate, round 2, how this layer works
- 31.0 institutionalist@claude-opus-5-5, self-confidence 0.40
Low government compliance with courts is the decisive institutional signal: an enforcement channel that works only where the state is not a party does not support cooperation beyond personal networks. Panelist B's point about informal networks describes in-group cooperation, which this dimension excludes, so I stay near 30.
- 33.0 bottom_up@claude-opus-5-5, self-confidence 0.40
Slight revision toward the panel: panelist A is right that fast 2019 contract enforcement says little where courts defer to the state, and compliance with courts is very low. I keep it above the floor because dense informal kin and workplace networks carry cooperation the formal measures miss.
- 32.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
Fast contract enforcement is a 2019 formal-channel figure; compliance with courts is very low, so cooperation beyond personal networks rests on deference. Missing generalised trust data keeps confidence modest.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2024
60.4 % gross, rank 51 of 124. Gross enrolment ratio in tertiary education.
A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).
Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2023
4.2 % of GDP, rank 61 of 125. Government expenditure on education as a share of GDP.
A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).
Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2018
14.3 % of secondary, rank 51 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Federal project Sodeystvie zanyatosti (Employment Promotion) vocational training of adults
Under the federal project Sodeystvie zanyatosti of the national project Demography, which paid for vocational training and further professional education of selected groups of adults, more than 80,000 citizens had started training and 21,125 had completed it by the end of the third quarter of 2024.
21,125 people, citizens who completed training under the federal project, January to September 2024. 80,000 people (stated as 'over 80 thousand'), citizens who had started training under the federal project, January to September 2024. Government of the Russian Federation, news release 'Tatyana Golikova discussed with all regions the implementation of the national project Demography', 12 November 2024, retrieved 2026-10-02.
How it worked: The labour ministry paid regional employment centres and accredited providers to train target groups of adults in short courses tied to regional demand, under a national project with quarterly reporting to the deputy prime minister.
Limits: The source is a government press release reporting a meeting, not a statistical table, and the counts cover only nine months of 2024, the project's final year, so they are a partial year and understate annual scale. An earlier release (government.ru/news/50674, 22 January 2024) says more than 190,000 people had completed short courses under the Demography retraining programme, without stating a period, so the two figures cannot be compared as an erosion. The training is for eligible groups (jobseekers, people aged 50 and over, women on parental leave and others defined by government resolution), not all adults. The national project Demography ended in 2024 and the release says its lines move into new national projects from 2025, so the status is concluded; the successor was not verified. The 2019 start is the first year of the national project Demography; the federal project took its current training form in 2021.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Bank of Russia regulatory sandbox (regulativnaya pesochnitsa)
The Bank of Russia decided in 2025 to create the legal conditions for introducing 4 digital financial services piloted in its regulatory sandbox, out of 10 pilot applications it considered that year in identification, artificial intelligence, insurance, distributed ledgers and other areas.
4 applications, sandbox applications for which the bank decided to create legal conditions for introduction (the step its sandbox page says follows a successfully completed pilot), 2025. 10 applications, applications to pilot services considered in the regulatory sandbox, 2025. Bank of Russia, Annual Report for 2025 (Godovoy otchet za 2025 god), section 2.5.1 'Development of innovation on the financial market', retrieved 2026-10-02.
How it worked: The central bank runs an isolated environment in which any organisation can pilot a financial service that existing law would not allow, and when a pilot succeeds it approves a roadmap of legal changes so the service can be introduced.
Limits: The central bank reports on its own sandbox, in a 351-page PDF of 57 MB, on PDF page 213 (printed page 211). The unit is applications, not firms: the report does not say how many firms stand behind the 10 applications or the 4 decisions, and one firm can file several. The 4 are read as completions because the Bank's sandbox page (https://www.cbr.ru/fintech/regulatory_sandbox/) says it approves a roadmap for legal conditions when piloting is completed successfully; the annual report itself does not say the pilots ended in 2025, and the 10 considered are not admissions, since an application can be reviewed without a pilot running. The sandbox launched in April 2018 (the Bank's sandbox page) and the Bank said in August 2023 that 86 services had been submitted since launch, so 10 in 2025 is a modest flow, about 0.07 per million people, and 4 completions about 0.03. Experimental legal regimes under the 2020 federal law on digital innovation, which the Ministry of Economic Development registers for every sector, are a second channel the column should sum; the ministry's register did not open from here (connection refused) and its last archived copy is from 2022, so they are not counted. Participants are mostly large incumbent banks and infrastructure operators, so this is not a startup programme.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
76.1 % aged 15+, rank 39 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
27.1 per 100 people, rank 46 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023
8.4 % of output, rank 53 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2025
19.2 % of employment, rank 32 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
One-off COVID-19 payments to families with children, 2020
Russia's government adopted rules on 11 May 2020, the day the President announced it, for a one-off payment of 10,000 rubles per child aged 3 to 16, applied for through the state services portal, and on the first day of payment, 1 June 2020, the Pension Fund paid it for 15.3 million children, more than 150 billion rubles.
15,300,000 children, children for whom the 10,000-ruble payment was made on the first payment day, 2020-06-01. 21 days, days from the decree (no. 652) to the first payment, 2020-06-01. Government of the Russian Federation (government.ru), briefing by the Minister of Labour and Social Protection, the Minister of Digital Development and the head of the Federal Tax Service on payments to families with children, 2 June 2020, retrieved 2026-10-02.
How it worked: The government made the payment universal by age, took applications only through the state services portal and the Pension Fund, and checked them automatically against the digitised civil registry and tax data, with a legal limit of five days to decide and three to pay.
Limits: The 15.3 million children are the Minister of Labour Anton Kotyakov's spoken figure at a briefing on 2 June 2020, the day after payment began, given as the count 'as of this moment' and described as paid in one day; the 'more than 150 billion' rubles he added is that count times 10,000 rubles, not a separate payment total. It is not a statistical release. He said about 22 million citizens were expected to use the payment. The decree date (No. 652 of 11 May 2020), the President's announcement on the same day, the 5-day review and 3-day payment limits and the 1 June start are in the government's notice of 11 May 2020 (http://government.ru/news/39668/), and the 21 days is our count from 11 May to 1 June. The government and its ministers are reporting on their own measure. The payment was universal for the age group, not targeted at income loss, so speed was bought by not checking need: eligibility needed only the child's age and the parent's application, which the portal could match to civil registry records that, the head of the Federal Tax Service said at the same briefing, had been back-filled with more than 25 million records. A universal per-child cash payment is a broad response; it says nothing about how fast the state adjusted targeted programmes such as unemployment benefits.
Roshydromet modernization: accuracy of hazard warnings to emergency agencies
Russia's federal hydrometeorological service Roshydromet raised the accuracy of its warnings on hazardous hydrometeorological events delivered to regional emergency agencies from 81 to 83 percent to 91 percent, and of its warnings on natural hazards from 88 to 95.8 percent, between 2014 and the end of 2022 under its second national modernization project.
91 %, accuracy of warnings on hazardous hydromet events delivered to regional emergency agencies (wmo standards), 2022-12-31. 95.8 %, accuracy of warnings on natural hazards, perfect warnings as share of warnings issued (baseline 88 percent in 2014), 2022-12-31. World Bank, Implementation Completion and Results Report, Russia Second National Hydromet Modernization Project (P127676), 2024, retrieved 2026-10-02.
How it worked: The national weather service modernised its observation network, computing and forecasting models over two successive World Bank projects, and measured itself on the verified accuracy of hazard warnings passed to emergency agencies.
Limits: The World Bank wrote the report without site visits or formal interviews, because it suspended disbursements on 19 March 2022 (para. 1), so the indicator values are Roshydromet's own figures as reported to the Bank. The figures are in para. 49 and the results annex (ICR pages 18 and 37). Warning accuracy is a forecast-verification statistic, not a measure of whether warnings reached people or prompted action, and the record ties it to no single disaster; it is a preparedness capacity figure of the same kind as the South African radar availability record. The report says the improved reliability let Roshydromet sign, for the first time, binding agreements with the Ministry of Emergencies on hazard warnings. The final cost was US$174.89 million, 25 percent above appraisal, with the government financing what the Bank suspension left. Status 'operating' assumes the system still runs; nothing after 2022 was read.

Central Ring Road around Moscow (TsKAD), audited by the Accounts Chamber
Russia's Accounts Chamber found in June 2020 that the state company Avtodor's Central Ring Road project, whose first stage was originally to be built in 2014 to 2018 and was now scheduled for 2014 to 2021, had risen in cost by 2.6 billion roubles in 2019 to 315.9 billion roubles, and that launch complexes 1 and 5 were only 49 and 61 percent complete on 1 January 2020.
315.9 billion roubles, project cost after the 2019 increase, 2019. 49 %, technical readiness of launch complex no. 1, 2020-01-01. Accounts Chamber of the Russian Federation (Schetnaya palata), check report summary 'Stroitelstvo TsKAD dorozhaet, no ne zakanchivaetsya', 16 June 2020, archived copy, retrieved 2026-10-02.
How it worked: The federal road company procured a ring road around Moscow as long-term investment concessions, financed by the National Wealth Fund, budget subsidies and investors, and as works lagged the government extended deadlines and the Accounts Chamber audited the project year by year.
Limits: The live ach.gov.ru did not answer a script today, so the cited copy is the Internet Archive's of 15 September 2020. The page is the audit office's summary of its check, not the full report, and it does not state the original cost, so the record shows cost growth in one year, not the full cost overrun against an approved baseline; the schedule baseline is in the page's footnote, which gives the construction period of the first stage as 2014 to 2021, originally 2014 to 2018; the Chamber's 5 August 2015 release on the same project (archived at https://web.archive.org/web/20210717054203/https://ach.gov.ru/news/sredstva-fonda-nacionalnogo-blagosostoyaniya-napravlennye-na-stroitelstvo-ckad-ne-ispolzuyutsya-v-po-22619) says construction of complexes 1 and 5 had not started a year after their agreements were signed and that National Wealth Fund money sat unused in a bank. The road is a concession-based project of a state company with private investors (33.8 billion roubles of 186.5 billion invested by end 2019), so delivery is partly private. The 2014 start is the year of the first concession agreements cited by the 2015 release. Status 'concluded' assumes the ring opened in the years after the audit; no official source for the final opening date or final cost was read, which is the record's main weakness.
