These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: The middle-income trap as a case: strong assembly, thin innovation, aging fast.
Read Thailand beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.

A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+8.6 over 10 years, from 37.6 in 2016 to 46.2 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored

R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023
0.94 % of GDP, rank 41 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023
1,592 per million people, rank 45 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
3,150 per million people, rank 55 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Panel estimate, round 2, how this layer works
- 45.0 institutionalist@claude-opus-5-5, self-confidence 0.50
NESDC planning, the Bank of Thailand and a strong statistical office form a capable technocratic core, but research output is low and the 20-year strategy works as a political lock more than a foresight practice. The panel agrees exactly and I hold.
- 45.0 bottom_up@claude-opus-5-5, self-confidence 0.45
Hold; the panel is unanimous. Strong statistics and a technocratic planning core are offset by low research output and a 20-year strategy built as a political lock; community disaster preparedness adds distributed capacity.
- 45.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
High statistical performance for the income level is a capability signal, article output is low, and the 20-year strategy is as much a political lock as a foresight practice. The panel is unanimous and I agree.

A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.
Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024
91.8 % aged 15+, rank 30 of 122. Adults with an account at a bank or mobile money provider.
A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.
Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2025
143 % of GDP, rank 8 of 124. Domestic credit provided to the private sector by financial corporations.
A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2025
2.603 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
PromptPay national instant-payment rail
Thailand's central bank and commercial-bank network have run PromptPay as a shared instant-payment rail since 2016; by December 2024, 87.5 million proxy numbers were registered and average daily volume reached 66.4 million transactions, with a one-day peak of 89.2 million in September.
87,500,000 registered numbers, promptpay registered proxy numbers, 2024-12. 66,400,000 transactions per day, average daily promptpay transactions, 2024. Bank of Thailand, Annual Report 2024, retrieved 2026-08-31.
How it worked: The Bank of Thailand set a common proxy-ID and QR standard, while banks connected their existing accounts and customer channels to a central registration and switching layer. That let a small merchant receive an interbank payment with a phone number or citizen ID instead of negotiating a bespoke integration with every bank.
Limits: Registration and transaction volume show a heavily used payment rail, not the distribution of access, reliability during outages, fraud losses or the share of activity that is genuinely additional to cash and cards. The Bank of Thailand reports the aggregate totals, and proxy registrations can include more than one number for a person or business. The public-private mechanism is inferred from the central-bank standard and participating-bank network rather than isolated by the report as a causal estimate.

Note: Added 2026-08-26 by D23 as the observable replacement for two retired WGI perception composites, and retired 2026-08-27 by D44 when the diagnostic built in D42 measured what it was doing. It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

The Joint EVS/WVS confidence battery (E069) reaches 37 countries from one release, and confidence in the courts (E069_17) is published beside Trust as a check under this id rather than scored: every item of the battery tested (courts, civil service, police, parliament and government) reads higher in the closed and electoral autocracies of the frame than in its democracies, which is deference as much as confidence (A13). Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Confidence in the courtsJoint EVS/WVS (E069_17), 2022
24.8 % a great deal, higher is better. Share of survey respondents saying they have a great deal of confidence in the justice system and courts, of the four answers a great deal, quite a lot, not very much and none at all, in the Joint EVS/WVS 2017 to 2022 survey round.
Confidence in the courts is the public half of what this capability asks: whether people expect the rules to be enforced when a stranger breaks them. It is not scored because the survey answer reads two things the number cannot tell apart. Where courts are independent, confidence is a judgment of how they perform. Where they answer to the state, it is also deference, and saying otherwise to an interviewer has a cost. In this frame the pattern runs the wrong way. India, the Philippines and Indonesia, all electoral autocracies in the V-Dem 2025 classification, lead on the share saying a great deal, and Vietnam and China, the two closed autocracies surveyed, lead once quite a lot is counted too. The ten electoral autocracies average 21.8 percent saying a great deal and the two closed autocracies 28.1, against 13.6 for liberal and 8.4 for electoral democracies. Scored, it would rank highest the states whose courts are least able to rule against them. Income is not why it is left out: the share correlates about -0.18 with log GDP per capita. The value is the share saying a great deal; the share saying quite a lot is in the source note.

Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2019
11.2 % of secondary, rank 63 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Department of Skill Development skill-upgrading training
Thailand's Department of Skill Development, through 86 national institutes and provincial offices, trained 91,911 workers in skill-upgrading courses in fiscal year 2023, of whom 88,656 completed, according to its open-data release.
88,656 people, workers completing skill-upgrading training (sum of male and female completers across all units), fiscal year 2566 (October 2022 to September 2023). 88,602 people, workers completing skill-upgrading training in fiscal year 2564, fiscal year 2564 (October 2020 to September 2021). Department of Skill Development, Ministry of Labour, open data portal, dataset dsd_12_01_01 'Number of workers completing skill-upgrading training' (CSV per fiscal year), retrieved 2026-10-02.
How it worked: The Ministry of Labour runs a national network of skill development institutes and provincial offices that deliver short, free upgrading courses to employed workers by occupation group, and publishes per-unit results as open data.
Limits: Both numbers are computed: the department publishes one row per unit and occupation group (494 rows in fiscal 2566), and the totals here are the sums of its male and female completer columns, which the department does not print as a headline. The CSV is encoded in Thai Windows code page 874, and some cells carry a thousands separator, so a sum that parses them as text undercounts. The open data stops at fiscal 2566 (2023) and covers three years only (88,602 completers in fiscal 2564, 63,785 in fiscal 2565, 88,656 in fiscal 2566), so no long trend or peak can be read from it. About 89,000 completers a year is roughly 0.2 percent of a labour force near 40 million, the courses are short, and the count is the agency reporting on itself with no outcome measure. The figures cover the department's own upgrading courses only, not pre-employment training, supplementary occupation courses, employer training claimed under the Skill Development Promotion Act, or the education ministry's non-formal education, whose portals refused connections from this research. The 1993 start date is the founding of the department as given in general references, not stated at the source URL.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). Wireable on an inspectable deal count with one definition of a first round for half the frame or more. Read A1 before treating this dimension as measured.

Read it as how many people are trying, not as how much value the attempts create. GEM does not run every economy every year: Singapore last took part in 2014 and the recency term marks that value down hard.

Note: Redefined 2026-10-02 (D152). The row asked for the number and breadth of live sandboxes, which is a policy stock: a regime can exist with nobody in it. It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). A realistic candidate for Envisioning to build from those lists. Wireable on a register that counts admissions and completions on one definition for half the frame or more.

The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Bank of Thailand regulatory sandbox
The Bank of Thailand, which opened a fintech regulatory sandbox in late 2016, listed 10 sandbox project tracks as of April 2026, whose participant counts sum to 90, from QR payment (14) and biometrics (19) to letters of guarantee (18), the National Digital ID (12) and programmable payment.
10 sandbox project tracks, project tracks listed under the bank of thailand regulatory sandbox, 2026-04. 90 participants, participants summed across the listed sandbox project tracks, 2026-04. Bank of Thailand, Regulatory Sandbox page, retrieved 2026-10-01.
How it worked: The Bank of Thailand let banks, fintechs and technology providers test payment, identity and lending services under limited scope and temporary relief, then wrote what worked into rules.
Limits: The count is the regulator's own listing on a web page rendered from its CMS, not an audited statistic, and the page does not say whether the participants are live today or cumulative since each track opened: the linked P2P list includes firms that exited or discontinued (one discontinued in 2022, one in 2023), so 90 is likely cumulative, not live. The total of 90 is computed by summing the table. A track is the Bank's own grouping, so 10 tracks is not comparable to a count of sandbox regimes elsewhere. The figures show breadth of testing, not how many tests became licensed products, what was learned, or whether consumers were protected; the started year rests on a Bank of Thailand research note, not the 2016 guideline itself. Other Thai regulators' sandboxes are not counted here.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
75.8 % aged 15+, rank 40 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
14.9 per 100 people, rank 69 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023
7.2 % of output, rank 43 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2024
63.2 % of employment, rank 57 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Universal Coverage Scheme and the 30-baht health system
Thailand's National Health Security Office has sustained the tax-funded Universal Coverage Scheme since 2002; in fiscal 2023 it covered more than 47.2 million people and contracted 17,247 public and private health units to provide care.
47,200,000 people, universal coverage scheme beneficiaries, 2023. 17,247 health units, public and private health units serving ucs beneficiaries, 2023. Thailand National Health Security Office, Top 10 achievements of the NHSO in 2023, retrieved 2026-08-31.
How it worked: Thailand created a statutory national purchaser, financed coverage from the public budget and repeatedly revised the benefits package and access rules instead of treating the 2002 launch as a one-off reform. A common fund could contract a mixed provider network and use the national ID rather than a paper card to carry eligibility.
Limits: Beneficiary and provider counts show institutional reach, not equal quality, timeliness, financial protection in every case or the health outcomes attributable to the scheme. NHSO is the programme manager and reports its own administrative totals; the provider count includes units with different capacities and does not show how many patients each served. The record also covers one of three tax-funded schemes, not every route to Thai health coverage.
Thailand's Digital ID Framework aligned government and private identity providers around common standards in its 2022–2024 first phase; the Electronic Transactions Development Agency reports at least 113 million users across the major ThaiD, Tang Rat, Paotang and NDID platforms and services.
113,000,000 users/accounts reported by platforms, users represented across major digital id platforms and services, 2024. 4 platforms, major digital id platforms included in the first-phase account base, 2024. Electronic Transactions Development Agency (ETDA), Digital ID Framework Phase 2 review, retrieved 2026-08-31.
How it worked: ETDA acted as a coordinating standards body while the interior ministry, a state bank and financial-sector network each kept a user-facing identity channel. A common framework allowed those channels to connect to government and private services without forcing the country to wait for one monolithic identity provider.
Limits: The 113-million figure is an aggregate of platform-reported users and can include overlapping accounts, so it is not a count of unique people or proof that all services accept the same credential. The ETDA review describes framework progress and platform stocks, not authentication success, exclusion, security incidents or the cost of integration. The framework's second phase was still expanding its target groups and service coverage when the source was published.
T-Alert national cell-broadcast warning system
Thailand launched T-Alert in September 2025 as a nationwide cell-broadcast warning system: it covers eight hazard categories, was built with the disaster agency, digital ministry, telecom regulator and AIS, True and NT, and followed three staged tests in 2025 before use in real floods and other incidents.
8 hazard categories, hazard categories covered by t-alert at launch, 2025-09. 3 test phases, cell-broadcast test phases completed before national rollout, 2025. Government Public Relations Department of Thailand, T-Alert launch, retrieved 2026-08-31.
How it worked: Thailand joined a disaster-warning centre to the telecom regulator, digital ministry and all three major mobile operators, using cell broadcast so the authority can target a geography without a subscriber list. Staged tests at building, district and provincial levels preceded wider use, while hazard-specific thresholds and field data determine when to alert.
Limits: The hazard count and test phases show a national warning architecture, not warning lead time, receipt by every at-risk person, false-alarm rates or evacuation outcomes. Cell broadcast depends on compatible 4G/5G devices and current operating systems, while older phones require another channel. The government reports the rollout and examples of use; independent tests of alert comprehension and last-mile action are still needed.
Thailand's State Audit Office found in 2024 that the public warning system, for which the state allocated THB 1,074.95 million in fiscal years 2020 to 2022, and whose telemetry the Department of Disaster Prevention and Mitigation publishes through its DPM Alert app, was not working as intended: 318 of 555 telemetry stations (57.30%) failed to measure continuously for more than two days, and 54 of 82 sampled warning towers and receivers (65.85%) were not ready to sound an alert, which the auditor attributed to damaged or deteriorated key parts.
65.85 % of 82 devices tested in 7 provinces, sampled warning devices (towers, satellite receivers, relay stations, broadcast towers) not ready to alert, audit findings released March 2024, covering FY2020-2022. 555 stations, telemetry stations in the dpm alert warning network, the installed base the audit tested (of which 318 failed continuous measurement), audit findings released March 2024, covering FY2020-2022. State Audit Office of the Kingdom of Thailand (สำนักงานการตรวจเงินแผ่นดิน), audit findings on the public disaster warning system, retrieved 2026-10-01.
How it worked: Thailand's disaster department funded and installed warning towers, telemetry and a public app, but left maintenance after warranty, data integration and provincial alerting duties without owners, so the installed network decayed into equipment that was present but not ready to sound.
Limits: The page is hosted on the State Audit Office's own site, but it is a newspaper clipping (Siang Samphan, dated 28 March 2024) of the office's release, not the full audit report; the report itself was not opened. The release names no agency; attributing the network to DPM rests on the DPM Alert app. Part of the telemetry was still under the supplier's defect warranty, so its 57.30% failure rate is underperformance of new equipment, not decay; the erosion is carried by the tower test. The device test covers 82 devices in seven provinces chosen by the auditors, not a national random sample, so 65.85% is not a national failure rate. The 'peak' in secondMetric is the installed size of the telemetry network, not an observed year in which all 555 stations worked: the audit does not say when, or whether, the network last ran at full function, so the erosion is from design capacity rather than a measured earlier high. The started year is the first fiscal year of the audited budget window. The audit tests readiness of equipment, not outcomes in a real disaster, and it predates the September 2025 T-Alert cell-broadcast rollout recorded separately as tha-t-alert, which may have replaced part of the function. The finding of THB 514 million in poorly spent funds is the auditor's judgement of value for money.

Hopewell elevated road-and-rail concession, and its termination
Thailand approved Hopewell's 60-kilometre Bangkok Elevated Road and Train System concession in 1991, but work stalled at 14 percent completion for more than nine months during the 1997 property-market collapse and the government terminated the concession in spring 1998.
14 % complete, hopewell project construction progress when work stood still, 1997. 60 kilometres, planned multimodal hopewell system length, 1991. World Bank, Cities on the Move: an urban transport strategy review, retrieved 2026-08-31.
How it worked: The concession bundled transport delivery with property-development revenue and depended on continuous site handover and a rising Bangkok property market. When the boom collapsed, construction stopped, the state and concessionaire lacked a credible re-scoping path, and the government terminated the agreement rather than deliver the promised integrated system.
Limits: The 14-percent figure is a contemporaneous project-progress estimate in a World Bank case box, not an audited final account of every structure built or every baht spent. Termination records a failed concession and its loss of optionality, not the performance of Bangkok's later rail network. The project combined an elevated road, MRT, railway grade separation and property-development rights, so the failure cannot be assigned to one technical component.
