These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Added in the 9.0.0 completion, which takes every country of a million people or more that is measurable in all nine capabilities.
Read Uganda beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.

A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+4.5 over 10 years, from 23.0 in 2016 to 27.5 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.

R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023
0.44 % of GDP, rank 62 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023
81.3 per million people, rank 91 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
53.8 per million people, rank 107 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Panel estimate, round 2, how this layer works
- 27.0 institutionalist@claude-opus-5-5, self-confidence 0.40
UBOS is moderately capable, Vision 2040 and national development plans recur, and the epidemic surveillance system built around Ebola and Marburg is an institutional asset that has outlasted individual outbreaks. Panelist B's point about village health teams as part of that system is fair, so I move two points, but planning remains subordinated to a long incumbency.
- 29.0 bottom_up@claude-opus-5-5, self-confidence 0.40
Hold, nudged down slightly. The panel agrees that Ebola and Marburg surveillance through village health teams is real distributed early warning; panelist A is right that long-range planning is subordinated to incumbency, which caps it.
- 28.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
Mid-frame statistics for the income level are a real signal, and quick outbreak detection through village health teams is distributed early warning the indicators miss. Research output is at the floor and planning is subordinated to a long incumbency, so I lift slightly from 27.

It observes the felt capacity to act, not action. The table prints the mean to one decimal and no top-box share, so the row stores the mean and ties are common. Fieldwork years differ by up to six years: the 37 countries emitted were surveyed between 2017 (eight, the US among them) and 2023 (India), and every value is stamped with the release year 2022. Response style on 10-point scales differs across cultures, and a closed autocracy can read high: Vietnam and Nicaragua sit near the top of the frame. Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2024

A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2025
1.54 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Private electricity distribution concessions, and the 2022 decision to end them
Uganda ran most of its electricity distribution through private concessions, with Umeme selling about 96 percent of grid energy to end users in 2024, but a Cabinet directive of October 2022 approved the non-renewal of all expiring concessions, and in 2024 the state utility UEDCL took over the assets of two private distributors whose licences were not renewed.
2 licences, private distribution licences not renewed and taken over by uedcl in 2024 (kil and krecs), 2024. 96 %, umeme's share of grid energy sold to end users, the private concession at its peak (about), 2024. Electricity Regulatory Authority (Uganda), Electricity Supply Industry Performance Report for the Year 2024, retrieved 2026-10-02.
How it worked: The government concessioned the national distribution network to a private operator for 20 years under ERA regulation, then the Cabinet decided not to renew any expiring concession and folded each private distributor back into the state company as its licence ran out.
Limits: The figures are in a PDF (the 96 percent and Table 6 on PDF page 21; the Cabinet directive and the KIL and KRECS takeover on PDF page 24). The report covers 2024, when Umeme still operated; it does not record the end of Umeme's own concession, which ran to 2025. That the state utility took over Umeme's area is documented by UEDCL itself: its '100 Days in the Driving Seat' report (https://www.uedcl.co.ug/wp-content/uploads/2025/07/100DaysInTheDriving-Seat-.pdf, page 1) says that on 1 April 2025 UEDCL began its national mandate of electricity distribution; ERA's tariff schedules for Umeme on its site also stop after January to March 2025. The started year is the start of the Umeme concession as commonly dated, not stated in this report. The concession's record is contested: ERA reports Umeme's losses at 16.0 percent in 2024 against a 13.24 percent target, and the decision to end private distribution was a policy choice by the Cabinet, so 'dismantled' records a decision, not a collapse. The report gives no buyout amount; an ERA annual report on the same site (wpdmdl=7485) lists 'no clear asset registers to determine buyout amount for UMEME' as a risk of the concession's expiry.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Note: The distinction that makes this dimension worth measuring: whether trust reaches a person with no tie to the respondent. Generalised trust asks about "most people", which a respondent can fill with their own circle; this item names the stranger. China is the clearest case, high on most people and low on a person met for the first time. The value is the publisher-weighted share answering trust completely plus the share answering trust somewhat, the one sum of two printed columns the adapter stores, exact to about 0.1, over all respondents including don't know and no answer. EVS and WVS ask the same question on the same four-point scale; where one country has both samples, the WVS share is a median 2.2 points higher. Trust in people of another nationality (G007_36_B), which the row once also named, is left out because it reads attitudes to foreigners as much as trust. Panel estimate, round 2, how this layer works
- 39.0 institutionalist@claude-opus-5-5, self-confidence 0.35
Contract enforcement is reasonable, but bribery is common, court compliance is low and civilians are tried in military courts, which shows legal constraint applied selectively. - 42.0 bottom_up@claude-opus-5-5, self-confidence 0.35

The value is from 2007, more than 15 years old.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Functional Adult Literacy programme, and its decline
Uganda's Ministry of Gender, Labour and Social Development enrolled 434,664 adult learners in its government-funded Functional Adult Literacy programme in 2004, and enrolment fell to 88,533 by 2007.
88,533 learners, learners enrolled in government-funded functional adult literacy (fal), 2007. 434,664 learners, learners enrolled in government-funded fal in 2004, the high of the 1997-2007 table, 2004. Republic of Uganda, Ministry of Gender, Labour and Social Development, national report on adult learning and education for CONFINTEA VI, hosted by the UNESCO Institute for Lifelong Learning, retrieved 2026-10-02.
How it worked: The Ministry of Gender, Labour and Social Development ran adult literacy classes through district community development officers and volunteer instructors. Enrolment fell after 2004 while government releases fell only from Shs 3.61bn to 3.08bn a year, so the source does not explain the fall.
Limits: The series stops in 2007. The report is a 2008 ministry submission to UNESCO, and no later official FAL enrolment series was found or checked. Whether it recovered later, under this or another name, is not shown, so the eroded status describes 2004 to 2007 and nothing after. 2004 is the high of one eleven-year table, and the jump from about 149,000 in 2001 to 358,000 in 2002 suggests a one-off funding push rather than a stable peak. The table's printed total (2,090,340) does not match the 2,091,340 in the text above it. The figures are the ministry's own administrative counts, taken from a PDF, with no independent check. A count of literacy learners is much narrower than the indicator's construct, the share of all adults in any education or training. The report's national figures show 43% of adults had some primary schooling, so not every enrolee was starting from zero. It also says FAL relied on UNICEF, UNESCO and DVV funding that stopped around 1999, so part of the swing may come from donor funding rather than from state delivery. The same report's release table shows government FAL releases of Shs 3.61bn a year in 2002/03-2004/05 and 3.08bn in 2005/06-2006/07, a cut of about 15% against a fall in enrolment of about 80%, so the cause of the decline is not shown. Elsewhere the report dates the government's re-launch budget to 1991. The start year is a re-launch: there was adult literacy work before 1992, and FAL began as a pilot in eight districts.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Bank of Uganda regulatory sandbox
The Bank of Uganda reviewed five applications to its regulatory sandbox in the year to June 2025, issued deficiency letters to all of them, and reported one firm, Rexial Payment Systems Limited, exiting the sandbox after testing and applying for a payment systems operator licence.
1 firms, firms exiting the regulatory sandbox in the financial year, FY2024/25 (July 2024 to June 2025). 5 applications, applications to the regulatory sandbox reviewed in the financial year, FY2024/25. Bank of Uganda, Integrated Annual Report for the year ended 30 June 2025, 'FinTech innovation and emerging technology exploration', retrieved 2026-10-02.
How it worked: The central bank screens sandbox applications against its framework, sends deficiency letters rather than admitting weak proposals, supervises the experiments it has admitted, and steers firms that finish testing into its licensing regime.
Limits: The bank reports on itself, in a 188-page PDF (PDF page 59). The report gives no count of firms admitted in the year: that none of the five applicants was admitted is our reading of 'Deficiency letters were issued to all applicants', so the year's admissions may be zero, and the count of firms still testing is not given. One exit is the whole completion figure, and the report does not say whether the licence was granted. The 2021 start is the year the sandbox framework launched, not stated in this report. The same report lists 'review the regulatory sandbox framework' among next-year priorities. The Capital Markets Authority launched separate Regulatory Sandbox Rules in October 2025 (cmauganda.co.ug news, 8 October 2025) with no participant count, so the record covers only the central bank's sandbox. Against about 48 million people, one completion is a rate near zero per million.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
81.2 % aged 15+, rank 10 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
0.21 per 100 people, rank 117 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023
18.9 % of output, rank 102 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2021
94.5 % of employment, rank 96 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).

Bank of Uganda COVID-19 credit relief and loan restructuring
The Bank of Uganda gave supervised financial institutions exceptional permission to restructure the loans of borrowers hit by COVID-19 from 1 April 2020, and banks restructured UGX 2.3 trillion of loans in April 2020 alone and UGX 5.9 trillion by July 2020, approving 893,018 of 895,241 applications.
5.9 UGX trillion, loans restructured under bou credit relief, april to july 2020, 2020-07. 893,018 applications, credit relief applications approved, april to july 2020, 2020-07. Bank of Uganda, Financial Stability Report June 2020 (archived copy), retrieved 2026-10-02.
How it worked: The central bank suspended the usual classification and provisioning rules for restructured loans for 12 months, so banks could reschedule borrowers' repayments without eating their capital, and paired it with a liquidity facility for distressed lenders.
Limits: The live Bank of Uganda site is now a JavaScript application and the original PDF path returns a web page, so the source is the Internet Archive copy of the central bank's own report, fetched today. The figures are in Box A on PDF pages 27 to 29 (printed pages 19 to 20) and in the policy summary. The central bank is the rule-maker and the reporter. Restructuring is forbearance, not new money: it postponed repayments and recognition of bad loans, and the same report warns that NPLs could materialise when the relief matured; the 5.9 trillion is a flow of restructurings, while the stock under relief at end June was UGX 4.9 trillion, 31.2 percent of loans. Granting relief was at each bank's discretion, so the approval rate reflects applications banks chose to process. The report dates the relief window from 1 April 2020 but not the decision itself, so the time from shock to rule is not shown here.
Response to the 2022 Sudan ebolavirus outbreak
Uganda's Ministry of Health contained the Sudan ebolavirus outbreak declared on 20 September 2022, for which no licensed vaccine existed, through national and district emergency committees, listing 4,793 contacts, and declared it over on 11 January 2023 after 142 confirmed and 22 probable cases and 77 deaths.
113 days, days from outbreak declaration (20 september 2022) to declared end (11 january 2023), 2023-01-11. 4,793 contacts, contacts listed during the outbreak, 2023-01-11. World Health Organization, Disease Outbreak News, Ebola disease caused by Sudan ebolavirus, Uganda, 2023-DON433, retrieved 2026-10-02.
How it worked: The health ministry activated standing national and district emergency committees, traced and followed contacts, and isolated and treated cases in dedicated treatment centres.
Limits: The 113 days are computed here from the two dates in the WHO notice; the case, death and contact counts are WHO's summary of Ministry of Health data. Containment within four months with no vaccine is the claim, but the outbreak reached nine districts including Kampala, the case fatality was 47 percent, and the record cannot separate the government's response from luck in transmission chains or from the over US$27 million of international support WHO mentions. An epidemic is a different shock from the climate hazards the construct names first, filed on the same terms as the COVID-19 vaccination precedents, and a single 2022 outbreak says little about cyclone or flood preparedness. Uganda's earlier Ebola and Marburg experience is part of why the system existed.

6,731 constant 2021 PPP $, rank 117 of 123. GDP per person employed, constant purchasing power parity.

Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Uganda began building the 600 MW Karuma hydropower station in August 2013 against a 60-month plan. By the end of June 2023 the Auditor General reported it 54 months late at 99.9 percent physical progress, and UEGCL records commercial operation from 12 June 2024.
54 months, schedule overrun of karuma hpp at the end of fy2022/23 (actual duration 114 months against a 60-month plan), 2023-06. 60 months, planned construction duration of karuma hpp, 2013. Office of the Auditor General of Uganda, Report of the Auditor General to Parliament for the Financial Year ended 30th June 2023, retrieved 2026-10-02.
How it worked: The Ministry of Energy and Mineral Development and UEGCL let the dam as a single turnkey EPC contract to a foreign state contractor, financed mostly by an export-credit loan. That handed design and construction to the contractor, and land, resettlement and transmission stayed with Ugandan agencies, where much of the delay arose.
Limits: The record carries schedule performance only. No official baseline-against-outturn cost figure was found: UEGCL's page states a project cost of US$1.398 billion with no original budget beside it, so cost overrun is unknown. The Auditor General names USD 30 million of interest claims on delayed payments, which is one cost of the delay and not the overrun. The 54-month figure is measured at June 2023, when the plant was not yet in commercial operation. Commercial operation on 12 June 2024 implies a total overrun near 66 months, more than double the plan, but that figure is our computation from two sources. The 60-month plan is the Auditor General's statement of the plan, and the contract itself was not checked. The same report finds that the community development projects promised with the dam were largely unfunded (UGX 3 billion of 38.3 billion received) and that resettlement lagged, so the delivery is incomplete beyond the powerhouse. The record says nothing about how the plant has performed since commissioning.
