Why this country is included: Fast industrial catch-up on a low income base.
Read Vietnam beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.

A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+13.6 over 10 years, from 14.1 in 2016 to 27.7 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.

R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023
0.42 % of GDP, rank 63 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023
836 per million people, rank 56 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
5,734 per million people, rank 49 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Panel estimate, round 2, how this layer works
- 44.0 institutionalist@claude-opus-5-5, self-confidence 0.40
The Party-state plans on long horizons and has a record of acting on them, from Doi Moi to early COVID-19 measures, early positioning for supply chain shifts and the 2025 ministry and province mergers. Research output is low and analytical inputs are opaque, so I take one point off but stay at the top of the panel range because the planning routine is institutional and recurring.
- 43.0 bottom_up@claude-opus-5-5, self-confidence 0.40
Hold, nudged up slightly: panelist A's point that the state positioned early for supply chains leaving China and acted on a long view in the 2025 restructuring adds to the record of acting on plans. Weak and opaque analytical inputs keep it below A's ceiling of credibility.
- 40.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.35
Low research output and mid statistics, but long-horizon plans with a record of delivery and early COVID containment are conversion of modest resources into preparation. Analytical inputs remain opaque, so I move up slightly from 38.

Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024

Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2022

Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2023
3.959 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
North-South eastern expressway BOT sections, and the retreat to public investment
Vietnam built three component projects of the 2017-2020 North-South eastern expressway phase, 178 km at about VND 25,343 billion, as BOT public-private partnerships, then financed all ten 2021-2025 component projects on the Hanoi to Ho Chi Minh City stretch as public investment, and in June 2025 the Ministry of Construction reported that it had asked the Prime Minister to keep widening the corridor with public investment money, leaving PPP as a later option once tolls were collected.
0 of 10 component projects (all public investment), 2021-2025 phase component projects on the hanoi to ho chi minh city stretch procured as ppp, 2025-06. 3 component projects (178 km, about VND 25,343 billion), 2017-2020 phase component projects built as bot, the peak, 2017-2020 phase. Government of Viet Nam portal (baochinhphu.vn), report of the Ministry of Construction's study on widening the North-South eastern expressway, 25 June 2025, retrieved 2026-10-02.
How it worked: The transport ministry split the corridor into component projects and offered some of them to BOT investors, with state capital covering more than half of each project's cost and tolls repaying the private share. For the next phase the National Assembly financed every section from the budget, with the state to recover its outlay through tolls, which took private investors out of the corridor.
Limits: The figures are the Ministry of Construction's own account, relayed by the Government's e-newspaper; no audit body has published them. The zero is read off the page, not printed as a number: the ministry lists 11 public-investment component projects, 10 of them from the 2021-2025 phase, against 3 BOT projects from 2017-2020. The full 2021-2025 phase was 12 component projects of about 729 km at VND 146,990 billion, all assigned to public investment by National Assembly Resolution 44/2022/QH15 (scanned PDF at datafiles.chinhphu.vn/cpp/files/vbpq/2022/01/44-qh.signed.pdf: 729 km in 12 component projects as public investment on page 1, Article 2.2; VND 146,990 billion on page 2, Article 2.5). The peak was itself a retreat from a plan. The Ministry of Transport listed eight sections for PPP in December 2017 (Decision 3535/QD-BGTVT, baochinhphu.vn, 26 December 2017), and only three reached contract, out of 11 component projects over 654 km. Most of the money in those three came from the state. The Government portal of 28 April 2024 puts Cam Lam-Vinh Hao at VND 8,925 billion with about 5,139 billion of state capital, and Dien Chau-Bai Vot at 11,157 billion with about 6,067 billion. The same page records the opening of Cam Lam-Vinh Hao and of Dien Chau-Bai Vot as far as National Highway 46B, with Nha Trang-Cam Lam already in service; the Ministry of Transport announced the full Dien Chau-Bai Vot opening for 30 June 2024 (baochinhphu.vn, 28 June 2024). Construction started in 2020-2021, per the Ministry of Transport on the 2024 page. The retreat is a choice as much as a market failure: the same 2025 page says the ministry's own study found BOT widening highly feasible, and it chose public investment, citing toll levels and the push to disburse public funds. This is one corridor. The record does not show whether PPP procurement fell on other expressways. The question is still open: a pre-feasibility report of June 2026 (baochinhphu.vn, 6 June 2026) proposes public investment for 15 component projects and PPP with state support only for the three existing BOT sections. That is a proposal, not a decision.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Confidence in the courtsJoint EVS/WVS (E069_17), 2022
27.7 % a great deal, higher is better. Share of survey respondents saying they have a great deal of confidence in the justice system and courts, of the four answers a great deal, quite a lot, not very much and none at all, in the Joint EVS/WVS 2017 to 2022 survey round.
Confidence in the courts is the public half of what this capability asks: whether people expect the rules to be enforced when a stranger breaks them. It is not scored because the survey answer reads two things the number cannot tell apart. Where courts are independent, confidence is a judgment of how they perform. Where they answer to the state, it is also deference, and saying otherwise to an interviewer has a cost. In this frame the pattern runs the wrong way. India, the Philippines and Indonesia, all electoral autocracies in the V-Dem 2025 classification, lead on the share saying a great deal, and Vietnam and China, the two closed autocracies surveyed, lead once quite a lot is counted too. The ten electoral autocracies average 21.8 percent saying a great deal and the two closed autocracies 28.1, against 13.6 for liberal and 8.4 for electoral democracies. Scored, it would rank highest the states whose courts are least able to rule against them. Income is not why it is left out: the share correlates about -0.18 with log GDP per capita. The value is the share saying a great deal; the share saying quite a lot is in the source note.

A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Project 1956 vocational training for rural workers
Vietnam's General Department of Vocational Education reported that, by the end of 2019, about 9.6 million rural workers had received vocational training at various levels under the Prime Minister's Project 1956, 87.2% of its 11 million target, including 5.59 million whose elementary and under-three-month courses the project subsidised, 85.5% of a 6.54 million target for 2010 to 2020.
9,600,000 people, rural workers who received vocational training at various levels, end 2019. 5,590,000 people, rural workers supported for elementary or under-three-month training under project 1956 policy, end 2019. Vietnam General Department of Vocational Education (Ministry of Labour, Invalids and Social Affairs), figures reported by the Government News portal (baochinhphu.vn), retrieved 2026-10-01.
How it worked: Vietnam's Prime Minister set a national ten-year quota for rural vocational training, and the labour ministry's vocational directorate financed short courses per head through provinces and districts, which commissioned public and private training providers against annual targets.
Limits: The figures come from the directorate that administered the project, reported in the Government's own news outlet in January 2020, so 'by the end of 2019' was at best a preliminary tally and no final 2020 closing figure was opened. The count is cumulative over ten years and does not give the construct's share of adults trained in the last 12 months; it is likely to count enrolments rather than distinct people, and most of the subsidised training was courses under three months. The 9.6 million total includes training at all levels that the project did not fund, so the 5.59 million is the number attributable to the project's own policy. The project missed both targets. The article's employment outcome (more than 80.4% with new or better-paid work after training) is self-reported and includes people who kept the same occupation; no independent impact evaluation was opened. Provincial reports in the same years record uneven quality and courses that did not match local labour demand.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). Wireable on an inspectable deal count with one definition of a first round for half the frame or more. Read A1 before treating this dimension as measured.

Read it as how many people are trying, not as how much value the attempts create. GEM does not run every economy every year: Singapore last took part in 2014 and the recency term marks that value down hard.

It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). A realistic candidate for Envisioning to build from those lists. Wireable on a register that counts admissions and completions on one definition for half the frame or more.

The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
78.4 % aged 15+, rank 24 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
23.7 per 100 people, rank 54 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023
6.6 % of output, rank 34 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2024
67 % of employment, rank 62 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
VNeID national electronic identity
Vietnam's Ministry of Public Security reported more than 70.2 million electronic-identification accounts issued by January 2024, with VNeID designed to replace paper documents and authenticate public and private services against the national population database.
70,200,000 accounts, electronic-identification accounts issued, 2024-01-16. Vietnam Ministry of Public Security, electronic-identification legal framework report, retrieved 2026-08-31.
How it worked: Vietnam made one population-data-backed identity the default credential for administrative services, then connected health, driving, social-security and financial attributes to it instead of asking each ministry to issue another account.
Limits: Accounts issued are not the same as active use, successful service completion or public trust in a single identity provider. The number is reported by the ministry that runs the system and the article also records unresolved rules for organisation identities, authentication levels and how widely the service can be distributed.
Vietnam Social Security health-insurance expansion
Vietnam Social Security reported 95.523 million people enrolled in health insurance in 2024, covering 94.29% of the population and approaching the country's 95% universal-coverage target for 2025.
95,523,000 people, health-insurance participants, 2024. 94.29 % of population, population covered by health insurance, 2024. Vietnam Social Security, coverage progress report, retrieved 2026-08-31.
How it worked: Vietnam merged the administrative systems for social and health insurance, used compulsory and subsidised categories to widen the pool and kept a long-running public target visible as coverage moved from a minority programme toward universality.
Limits: Enrolment and coverage do not show whether people can obtain timely, affordable and high-quality care, or whether minority and remote communities receive the same service. The series is reported by the agency administering the scheme, and the population denominator and programme rules have changed over the three decades in the source.
Typhoon Yagi emergency restoration
After Typhoon Yagi struck northern Vietnam, the government reported on 16 September 2024 that power had returned to 92.5% of customers in affected localities and that 8,386 of 9,235 damaged mobile base stations had been restored.
92.5 % of customers, power customers restored in affected localities, 2024-09-16. 8,386 stations, damaged mobile base stations restored, 2024-09-16. Government News of Vietnam, Ministry of Agriculture and Rural Development Yagi response report, retrieved 2026-08-31.
How it worked: Vietnam used central emergency direction, utility and telecom repair teams, and a shared damage report to restore lifeline networks while the storm response was still unfolding, keeping power and communications as parallel recovery priorities.
Limits: This is an early restoration snapshot, not a final account of deaths avoided, housing and livelihood recovery, or resilience before the next storm. The ministry report covers affected northern localities and restoration status, while the figures do not independently verify the quality or durability of repaired power and communications assets.

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
National expressway build-out in 2024
Vietnam's Ministry of Transport reported that seven road projects were completed and opened in 2024, bringing the national expressway network to more than 2,021 kilometres.
2,021 kilometres, national expressway network in operation, 2024. 7 projects, road projects completed and opened in 2024, 2024. Vietnam Ministry of Transport, 2024 sector review published by Quang Ngai Government Portal, retrieved 2026-08-31.
How it worked: The transport ministry set a national completion pipeline, combined central investment with local site and land coordination, and reported completed links as an expanding network rather than isolated provincial projects.
Limits: The network total and projects opened are an annual ministry progress account, not a project-by-project cost or schedule audit. Kilometres aggregate roads begun in different years and do not show construction quality, traffic demand, land-acquisition cost or the distribution of benefits between regions.
Cat LinhโHa Dong metro, a delayed and over-budget delivery
Vietnam's State Audit reported in 2019 that the Cat LinhโHa Dong metro's approved investment had risen from VND8,700 billion to VND18,000 billion and that a line originally due in November 2013 was still unfinished after repeated schedule changes.
18,000 billion Vietnamese dong, approved investment after revision, 2019. 8,700 billion Vietnamese dong, original approved investment, 2009. State Audit of Vietnam, findings reported by the Government News portal, retrieved 2026-08-31.
How it worked: The first urban-rail project was allowed to proceed with changing designs, slow site handover and a directly appointed foreign EPC contractor, while operating costs were omitted from the initial economic appraisal; late fixes converted a construction delay into a major cost revision.
Limits: The audit snapshot predates the line's eventual opening, so it records the delivery failure at the decision and construction stage rather than current ridership or service quality. The figures do not provide a full life-cycle cost, safety record or counterfactual transport benefit; the government news report is a summary of the State Audit findings rather than the complete audit file.
Quang Trach to Pho Noi 500kV circuit-3 transmission line
Vietnam built the 519-kilometre Quang Trach to Pho Noi 500kV circuit-3 transmission line across nine provinces after construction began on 18 January 2024, and the Government reported it in operation on 29 August 2024 'after six months of construction', meeting the Prime Minister's deadline of completion before September, at an investment of over VND22.3 trillion.
519 kilometres, length of the 500kv circuit-3 transmission line put into operation, 2024-08-29. 6 months, construction period as reported by the government, 2024-08-29. Viet Nam Government News (Government Office portal), inauguration report, retrieved 2026-10-01.
How it worked: Vietnam's Prime Minister made the line a dated national priority with his own progress reviews, Vietnam Electricity's transmission corporation split it into four component projects built in parallel, and the nine provinces on the route were held responsible for site clearance at the same time as construction.
Limits: The duration is the Government's own framing: 18 January to 27 to 29 August 2024 is over seven months of construction, not six, and design, investment approval and land clearance before January are not counted. The deadline it met was set during construction by the Prime Minister, so 'on schedule' measures against a political target, not an original baseline, and no approved budget was published to compare with the outturn: the Government's own articles give the investment as VND22 trillion on 14 August and over VND22.3 trillion on 29 August. A single line built under emergency priority after the 2023 northern power shortages shows what the state can do when it concentrates resources; it does not show routine project performance. Construction quality, safety, compensation paid to displaced households and the line's actual utilisation are not in the source, and the outlet is the Government's news portal, not an audit.
