These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Added in the 9.0.0 completion, which takes every country of a million people or more that is measurable in all nine capabilities.
Read Côte d'Ivoire beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.
- Click any axis to see every country on that dimension.
A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.

- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.

Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+21.1 over 10 years, from 7.5 in 2016 to 28.6 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2016
0.07 % of GDP, rank 105 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2005
64 per million people, rank 93 of 114. Full-time-equivalent researchers per million people.
The value is from 2005, more than 15 years old.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
60.8 per million people, rank 105 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Bureau National de la Prospective et de la Veille Stratégique and the national prospective studies
Côte d'Ivoire's Ministry of Planning and Development completed its fourth national prospective study, Côte d'Ivoire 2040, under the technical responsibility of the Bureau National de la Prospective et de la Veille Stratégique, after earlier national studies in 1973 to 1974, 1983 to 1984 and 1993 to 1995, and built eighteen thematic and three global scenarios to the 2040 horizon.
4 studies, national prospective studies completed (côte d'ivoire 2000, 2010, 2025 and 2040), 2017-03. 18 scenarios, thematic scenarios built in the côte d'ivoire 2040 study, 2017-03. Ministère du Plan et du Développement, Bureau National de la Prospective et de la Veille Stratégique, Etude Nationale Prospective Côte d'Ivoire 2040: Résumé, retrieved 2026-10-02.
How it worked: The planning ministry keeps a standing foresight bureau with the rank of a directorate general that runs a national prospective study about once a decade, using an expert group drawn from universities and ministries and national and local commissions to debate the results.
Limits: Both figures are in a 12-page PDF (page 5 for the four studies, page 6 for the scenarios); the date comes from the file name (final version, 13 March 2017), not from the document. The ministry reports on itself, and the figures count studies and scenarios, not influence: the same summary says the 2025 study did not lead to a plan and that the 1999, 2002 and 2010 to 2011 crises followed scenarios the government had not used. The four studies span four decades with a gap the summary attributes to structural adjustment, so continuity is episodic, and the bureau's own creation date is not given; started records the first national study. The ministry's own site (plan.gouv.ci/structure/5, read 2 October 2026) still lists the BNPVS among its attached directorates and keeps a prospective and strategic watch section, which supports the operating status, but no dated output after 2017 was read at an official source; a national prospective day in May 2024 and a sectoral foresight manual in September 2025 were seen only in press. The study claims a strategic watch mechanism was to follow; no figure for it was read.
Panel estimate, round 2, how this layer works
- 27.0 institutionalist@claude-opus-5-5, self-confidence 0.50
Panelist B's point that the post-2011 state planned and delivered successive national development plans is institutional evidence, so I move one point; there is still no standing foresight body and research output is at the floor.
- 29.0 bottom_up@claude-opus-5-5, self-confidence 0.45
Near hold. The post-2011 state planned and delivered a long development programme and cocoa farmers and traders hedge price and climate risk informally; A and C are right that there is little foresight beyond plan documents, so I sit just above the indicator.
- 27.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
I rise from 26 to 27. Statistical capacity is mid, research output is near the floor, and the post-2011 development programme was planned and delivered, which is some conversion. Informal cocoa farmer foresight is private adaptation, not national preparedness, so I stay near A.

It observes the felt capacity to act, not action. The table prints the mean to one decimal and no top-box share, so the row stores the mean and ties are common. Fieldwork years differ by up to six years: the 37 countries emitted were surveyed between 2017 (eight, the US among them) and 2023 (India), and every value is stamped with the release year 2022. Response style on 10-point scales differs across cultures, and a closed autocracy can read high: Vietnam and Nicaragua sit near the top of the frame. Individuals using the internetWorld Bank (IT.NET.USER.ZS), 2024

A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.
Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024

A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.
Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2025
22.7 % of GDP, rank 95 of 124. Domestic credit provided to the private sector by financial corporations.
A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2023
17.814 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
The Ivorian government let a third Abidjan lagoon crossing as a toll-bridge concession to SOCOPRIM, the project company formed in 1997, whose investors include Bouygues Travaux Publics, after a 1996 tender. It funded initial works from October 2011 after the conflict. Private equity and loans, insured by MIGA guarantees of $145 million, built the 1.5 km bridge and 6.7 km road at a cost of about $282 million, and the bridge opened on 16 December 2014.
282 US$ million, approximate construction cost of the bridge, 2014. 145 US$ million, miga guarantees covering the private investment, 2015. World Bank Group (MIGA / IFC), Public-Private Partnerships Briefs: Côte d'Ivoire Toll Bridge, April 2015, retrieved 2026-10-02.
How it worked: The government kept a 1990s concession alive through a decade of conflict and then restarted it in 2011, funding the first works itself. A political-risk guarantee from MIGA let a French contractor and development lenders put equity and debt into a toll bridge in a post-conflict country.
Limits: The source is a two-page promotional brief from the World Bank Group, whose agency MIGA guaranteed the deal. It is an interested party describing its own transaction. The cost is given as approximate, with no baseline budget, so the record shows no cost or schedule performance against plan. The 100,000 vehicles a day is a forecast ('will use'), not observed traffic. No toll revenue, traffic or state guarantee and payment figures are published here, so the fiscal risk the state kept (minimum revenue guarantees, its own up-front works) is not visible. The brief is from 2015. This is one PPP. It does not show how often or at what scale Côte d'Ivoire delivers national objectives jointly with the private sector, which is the construct, and the 18 years from tender to opening were spent mostly in conflict, not in delivery.

It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Note: The distinction that makes this dimension worth measuring: whether trust reaches a person with no tie to the respondent. Generalised trust asks about "most people", which a respondent can fill with their own circle; this item names the stranger. China is the clearest case, high on most people and low on a person met for the first time. The value is the publisher-weighted share answering trust completely plus the share answering trust somewhat, the one sum of two printed columns the adapter stores, exact to about 0.1, over all respondents including don't know and no answer. EVS and WVS ask the same question on the same four-point scale; where one country has both samples, the WVS share is a median 2.2 points higher. Trust in people of another nationality (G007_36_B), which the row once also named, is left out because it reads attitudes to foreigners as much as trust. Fieldwork runs from 2017 to 2023 and every value carries the release year 2022. Germany, the United Kingdom and the Netherlands are held, as for interpersonal trust. See D140.

Panel estimate, round 2, how this layer works
- 45.0 institutionalist@claude-opus-5-5, self-confidence 0.45
I hold 45 with the panel: the Abidjan commercial court is a genuine institutional gain, but common bribery and divisions left by two civil conflicts and the 2020 third term limit cooperation beyond regional and ethnic lines.
- 46.0 bottom_up@claude-opus-5-5, self-confidence 0.35
Hold, within the panel's narrow range. The Abidjan commercial court and moderate court compliance are real, but regional, ethnic and land-tenure divisions from the civil wars and the 2020 crisis keep much cooperation inside tontines and trade networks.
- 46.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
I come down from 48 to 46. A and B agree that the 2002 to 2011 conflicts and the 2020 third-term crisis left regional and ethnic divisions, bribery is substantial, and tontines and trade networks are largely in-group. The Abidjan commercial court is a real improvement and keeps me above the floor.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2024
12.3 % gross, rank 101 of 124. Gross enrolment ratio in tertiary education.
A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).
Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2024
3.6 % of GDP, rank 78 of 125. Government expenditure on education as a share of GDP.
A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).
Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2019
5.2 % of secondary, rank 92 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Centres d'alphabétisation, and their erosion
Côte d'Ivoire's education ministry ran a national network of literacy centres. It counted 75,275 learners in 2,828 centres in 2015-16 and 53,311 learners in 2,707 centres in 2024-25, a fall of about 29 percent in learners over the decade.
53,311 learners, learners enrolled in literacy centres, all levels, 2024-2025 school year, 2024-2025. 75,275 learners, learners enrolled in literacy centres, all levels, 2015-2016 school year, the highest of the years checked, 2015-2016. Ministère de l'Education Nationale et de l'Alphabétisation, Direction des Stratégies, de la Planification et des Statistiques (DESPS), Statistiques scolaires de poche 2024-2025, retrieved 2026-10-02.
How it worked: The education ministry ran adult literacy through a dedicated service and a network of centres staffed by volunteer or low-paid animateurs. That network contracted by about a quarter in the decade after 2015 while primary enrolment expanded.
Limits: The numbers are enrolments in literacy centres, not a participation rate. At about 53,000 learners against an adult population in the millions, the network reaches well under 1 percent of adults. So it shows little about adult learning participation at national scale. The erosion is measured between two of the ministry's pocket yearbooks. The yearbooks give 2015-16 (75,275), 2016-17 (57,299), 2017-18 (59,111), 2022-23 (55,405), 2023-24 (52,554) and 2024-25 (53,311). 2015-16 is the highest of these years, not a confirmed all-time peak. Most of the fall happened in one year, 2015-16 to 2016-17, which could be a change in coverage or method rather than in delivery. The yearbooks do not explain it. The centres include those run by NGOs, religious bodies and communities as well as the state, and the yearbook does not split them by operator. The age chart in 2024-25 shows some learners under 15. The figures are administrative counts collected through the ministry's own IEPP and DRENA offices. The publisher's domain (mena-desps.org) is the DESPS statistics site, not a gouv.ci address. The start year is when the service that runs the network was created, not when the first literacy class was held.

Note: A filed design is a registered attempt at a new product form: cheaper and more frequent than a patent, so it reads as many small experiments (D126). Three traps. China subsidised design filings, as it did patents, so its count runs ahead of the attempts behind it. EU applicants increasingly file at the EUIPO rather than nationally, and resident counts at a national office miss those filings, so EU members read low. The Netherlands has no series because designs there go to the Benelux office. Read it beside resident trademarks, which it partly duplicates.

The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). A realistic candidate for Envisioning to build from those lists. Wireable on a register that counts admissions and completions on one definition for half the frame or more.

Note: Retired 2026-10-02. The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.
Panel estimate, round 2, how this layer works
- 8.0 institutionalist@claude-opus-5-5, self-confidence 0.35
Panelist B's Wave price disruption is a real case of a new approach tested at scale under a BCEAO licensing channel, so I move up two points; I stay low because the formal rows are stale or missing and there is little evidence of institutions that let firms fail and retry.
- 18.0 bottom_up@claude-opus-5-5, self-confidence 0.30
I trim from 22 but hold the gap: patents are from 2012 and trademarks file through OAPI, so the formal rows say almost nothing. Wave's entry and price disruption in mobile money, rapid Orange Money uptake and Abidjan's informal economy show iteration that A and C acknowledge but do not credit.
- 6.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.30
I rise from 4 to 6. Formal rows are a 2012 patent datum and low repositories, with trademarks and designs missing because filing goes via OAPI. Mobile money adoption and Wave's price disruption are real but adoption of a foreign-built product is not evidence of domestic capability to test and abandon, so I stay far below B's 22.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
68.2 % aged 15+, rank 77 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
1.6 per 100 people, rank 100 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023
13.7 % of output, rank 83 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2022
92.1 % of employment, rank 90 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Programme de transferts monetaires productifs (PTMP), government-funded COVID-19 expansion
In response to COVID-19, the government of Cote d'Ivoire used its own budget to enrol a fourth cohort of 100,000 households (80,000 urban, 20,000 rural) in December 2020 into the World Bank supported productive cash transfer programme, through the programme's existing targeting, enrolment and digital payment systems, taking it to 227,000 households and over 1.3 million people.
100,000 households, households enrolled in cohort 4 with government funding (table 2), 2020-12. 227,000 households, beneficiary households of the cash transfer programme, all cohorts, 2023. World Bank, Implementation Completion and Results Report, Cote d'Ivoire Productive Social Safety Net Project (P143332), 25 June 2024, retrieved 2026-10-02.
How it worked: Faced with the pandemic, the government put its own money into an existing donor-built cash transfer instead of creating a new scheme, so the new cohort used the programme's community targeting, enrolment and mobile payment machinery and was enrolled within the year.
Limits: The World Bank financed the programme, rates its own project Highly Satisfactory, and reports results jointly for its project and the government-funded cohort, so the 100,000 is the financier's account of a government action it supported technically. Table 2 and paragraphs 32 to 34 are on page 13 of 48 in the plain-text version; paragraph 85 (page 21) says the pandemic triggered the expansion with government funding. The speed is modest: the first COVID-19 measures were in March 2020 and the cohort enrolled in December 2020, about nine months later, and the ICR gives no date of first payment to the new cohort. The separate emergency transfer the government announced in April 2020 through the Fonds special de solidarite (reported in the press at about 177,000 households) is not covered by this source and is not counted here. The ICR also says the project was never formally restructured to take in the government money and that the social registry (RSU) was underdeveloped, so the expansion rode on one programme's lists rather than a national registry. Households are counted at enrolment; the source reports payment receipt only through sample surveys.
Côte d'Ivoire's health authorities reported to WHO that 13,568,372 people, 51 per 100 population, had received at least one COVID-19 vaccine dose by 31 December 2023, from a first dose given on 1 March 2021, with 12,164,304 (46 per 100) completing the primary series.
13,568,372 people, people vaccinated with at least one covid-19 vaccine dose, 2023-12-31. 46 per 100 population, people who completed the primary series (last dose), 2023-12-31. World Health Organization, COVID-19 dashboard vaccination data (vaccination-data.csv), retrieved 2026-10-02.
How it worked: The health ministry ran a national COVID-19 campaign through its immunisation programme and vaccination sites, and reached about half the population with a first dose within three years.
Limits: COVID-19 vaccination is a response to one shock and a judgement call for this column, which prefers a hazard-specific delivery; no hazard-specific Ivorian case with an official figure was found. The figures are Côte d'Ivoire's own reports to WHO (DATA_SOURCE 'REPORTING') with no independent coverage survey. First-dose reach was barely a majority (51 per 100) and fewer than half completed the primary series (46 per 100), with boosters at 12 per 100, so this is a partial delivery on the same terms as ven-covid-vaccination; it is filed because it reached about half the population nationally, which most of its West African neighbours did not. The VACCINES_USED field is empty, so the record cannot show which products were used or where the doses came from, and evidences distribution only. The per-100 rates divide by WHO's population estimate. The file was last updated for this country on 31 December 2023. The WHO dashboard address covid19.who.int/who-data/vaccination-data.csv now returns an HTML page, so the cited URL is the blob the dashboard serves, the same one bol-covid-vaccination cites.

Yabayo-Gagnoa road under the Fourth Highway Project, and its cost and time overrun
Côte d'Ivoire's Ministry of Public Works built the 70 km Yabayo-Gagnoa road and rebuilt the bridge over the N'Zi River under the Fourth Highway Project (Credit 406-IVC, approved June 1973), completing it in September 1978 against a planned June 1976, at a cost of US$24.7 million against an appraisal estimate of US$12.3 million, an overrun of 101 percent.
24.7 million US dollars, actual total project cost (fourth highway project), 1978. 12.3 million US dollars, appraisal estimate of total project cost, 1973. World Bank Operations Evaluation Department, Project Performance Audit Report, Ivory Coast Second Highway Project (Loan 761-IVC), Third Highway Project (Loan 837-IVC) and Fourth Highway Project (Credit 406-IVC), Report No. 3665, 28 October 1981, retrieved 2026-10-02.
How it worked: The public works ministry split a new road into separate contracts for earthworks, paving and aggregate, gave the first to an inexperienced state enterprise, and the later contracts stalled waiting for it, doubling cost and tripling the construction time.
Limits: This is a modest project by today's standards: a 70 km road and one bridge, US$24.7 million in 1970s dollars, of which the IDA credit was US$7.5 million and the rest the government's, so it is a mid-sized public works delivery rather than a national megaproject; no larger Ivorian project with a published baseline and outturn was found. The source is the World Bank auditing its own lending. The audit attributes the overrun to the road construction and the 27-month delay mainly to the decision, accepted by the Bank, to split the works by function: a government-owned enterprise lacking managers and trained operators did the earthworks late, holding up the French-Ivorian joint venture that was to lay the base and surface. The schedule figures come from the audit's basic data sheet (June 1976 planned, September 1978 actual, a 175 percent time overrun); the text gives completion as 27 months after the project completion date. Despite the overrun, the auditors re-estimated the economic return at 24 percent against 14 percent at appraisal. The text is an OCR of a 1981 typescript.
