Strongest usable evidence: Adaptability, at 78.5. Raise Building first, at 32.8. Experimentation needs more evidence: confidence is 0.33.

These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Added in the 9.0.0 completion, which takes every country of a million people or more that is measurable in all nine capabilities.
Read Croatia beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.
- Click any axis to see every country on that dimension.
A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+25.3 over 10 years, from 43.8 in 2016 to 69.1 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.
Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023
1.4 % of GDP, rank 31 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023
2,440 per million people, rank 35 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
29,459 per million people, rank 29 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.
Panel estimate, round 2, how this layer works
- 54.0 institutionalist@claude-opus-5-5, self-confidence 0.40
Panelist B's point that the 2020 Zagreb and Petrinja earthquakes revealed unprepared building stock in a known seismic zone adds an anticipation failure to the unanswered demographic decline, so I trim to 54. Panelist C's civil protection record keeps me from going lower.
- 54.0 bottom_up@claude-opus-5-5, self-confidence 0.40
Respectable statistics and research sit beside fragmented strategic planning, a long-visible demographic decline with no concerted response and building stock unprepared for the 2020 earthquakes. C's point that civil protection handles wildfires and floods well is fair but narrow; I trim one point.
- 54.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
A and B make a point I cannot answer: the demographic decline and emigration were long visible with no concerted response, and the 2020 earthquakes exposed unprepared building stock. I move up two from 52 for the civil-protection record but stay below the indicator.

A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.
Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024
92.6 % aged 15+, rank 27 of 122. Adults with an account at a bank or mobile money provider.
A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.
Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2024
46.9 % of GDP, rank 60 of 124. Domestic credit provided to the private sector by financial corporations.
A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2023
1.132 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Public-private partnership contracts in Croatia's PPP register, and their dwindling
Croatia's register of public-private partnership contracts lists 17 contracts with an estimated capital value of EUR 338.3 million, 13 of them signed between 2006 and 2008, mostly Varaždin county schools, one in 2013 for Zagreb Airport, one in 2016 and two street lighting contracts in 2018, and none since October 2018.
0 contracts, ppp contracts entered in the register with a signature date after october 2018, 2026-10. 13 contracts, ppp contracts signed 2006 to 2008, the peak, 2008. Ministarstvo gospodarstva, Registar ugovora javno-privatnog partnerstva (Invest Croatia), retrieved 2026-10-02.
How it worked: Counties and cities signed design, build, finance and maintain contracts for schools, halls and a bus station in a burst before the 2008 crisis, the state concessioned the Zagreb Airport terminal in 2013, and then PPP contracting all but stopped while responsibility for PPP passed to the economy ministry.
Limits: The counts are ours: the register page lists 17 contracts and a total of EUR 338,260,027, and the signature dates are on each contract's own page under /jpp-project/ (for example Zagreb Airport, 2 December 2013; Novi Vinodolski street lighting, 25 October 2018, the latest), which we opened one by one and tallied. The register holds only contracts entered under the PPP framework; concessions under the separate concessions law, such as motorways, are not in it, so the record does not show that private participation in Croatian infrastructure stopped, only that the PPP model did. The ministry's project list (https://investcroatia.gov.hr/jpp/projekti/) also shows approved projects not yet contracted, such as Trg pravde in Zagreb (EUR 179.2 million) and county schools, so the pipeline is not empty. The peak itself was narrow: ten of the 13 early contracts are in Varazdin (eight school extensions, the county building and a sports hall). Zagreb Airport alone is EUR 188.6 million, more than half the register's value. The register page has no date of update, so the zero is as of retrieval.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Confidence in the courtsJoint EVS/WVS (E069_17), 2022
2.4 % a great deal, higher is better. Share of survey respondents saying they have a great deal of confidence in the justice system and courts, of the four answers a great deal, quite a lot, not very much and none at all, in the Joint EVS/WVS 2017 to 2022 survey round.
Confidence in the courts is the public half of what this capability asks: whether people expect the rules to be enforced when a stranger breaks them. It is not scored because the survey answer reads two things the number cannot tell apart. Where courts are independent, confidence is a judgment of how they perform. Where they answer to the state, it is also deference, and saying otherwise to an interviewer has a cost. In this frame the pattern runs the wrong way. India, the Philippines and Indonesia, all electoral autocracies in the V-Dem 2025 classification, lead on the share saying a great deal, and Vietnam and China, the two closed autocracies surveyed, lead once quite a lot is counted too. The ten electoral autocracies average 21.8 percent saying a great deal and the two closed autocracies 28.1, against 13.6 for liberal and 8.4 for electoral democracies. Scored, it would rank highest the states whose courts are least able to rule against them. Income is not why it is left out: the share correlates about -0.18 with log GDP per capita. The value is the share saying a great deal; the share saying quite a lot is in the source note.

Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2018
38.4 % of secondary, rank 5 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Vaučeri za obrazovanje, training vouchers of the Croatian Employment Service
The Croatian Employment Service enrolled 23,627 people in training paid for by its education vouchers in 2025, 9,786 of them in digital-skills programmes and 2,558 in green-skills programmes, and 53,106 people in total from the scheme's start on 1 April 2022 to the end of 2025.
23,627 persons, persons included in the measure 'obrazovanje za stjecanje kompetencija potrebnih za rad putem vaučera' during the year, 2025. 53,106 persons, users included since the voucher system began (1 april 2022 to end of 2025), 2025-12-31. Hrvatski zavod za zapošljavanje (Croatian Employment Service), Godišnjak 2025 (Yearbook 2025), retrieved 2026-10-02.
How it worked: The public employment service gives unemployed and employed adults a voucher that pays for an accredited short programme chosen from a national catalogue of skills, booked through an online application.
Limits: The service reports on its own measure, in an 82-page PDF (printed page 43, PDF page 45). 'Included' means enrolled in a programme, not completed. The yearbook says 54, 13 and 33 percent of users 'completed' digital, green and other programmes; the three shares sum to 100, so they describe the mix of programmes and no completion or employment rate can be read from them. It also splits users into 70 percent 'tražitelji zaposlenja' (jobseekers) and 30 percent unemployed without defining the first group, which presumably holds employed people seeking training or a new job; the share of employed adults is therefore not stated. The vouchers are financed from Croatia's EU Recovery and Resilience Plan (reform C4.1 R3), so the scale depends on money that runs out in 2026, and the yearbook gives no budget beyond that. The 2025 intake is not compared with earlier years in this file.

Note: Redefined 2026-10-02 (D152). The id keeps its first name so evidence records, links and published files still resolve. The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). Wireable on an inspectable deal count with one definition of a first round for half the frame or more. Read A1 before treating this dimension as measured.

TEA counts every new business, so necessity self-employment scores the same as a funded startup, which is why Chile and Argentina sit above the United States here. Read it as how many people are trying, not as how much value the attempts create. GEM does not run every economy every year: Singapore last took part in 2014 and the recency term marks that value down hard.

GEM measures that rate among adults who already see good opportunities, not among all adults, so the denominator differs from the label. It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). A realistic candidate for Envisioning to build from those lists. Wireable on a register that counts admissions and completions on one definition for half the frame or more.

The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
70.4 % aged 15+, rank 65 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
29.6 per 100 people, rank 40 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023
10.3 % of output, rank 73 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2025
14.8 % of employment, rank 30 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Potpore za očuvanje radnih mjesta (job preservation grants), 2020
The governing board of the Croatian Employment Service decided on 20 March 2020 to introduce job preservation grants for employers hit by COVID-19, the service began implementing them on 23 March, taking applications online, and in 2020 it paid HRK 7.70 billion to 109,431 employers covering 697,126 workers on 225,390 applications.
697,126 workers, workers covered by job preservation grants in the year, 2020. 3 days, days from the board decision (20 march 2020) to the start of implementation (23 march 2020), 2020-03-23. Hrvatski zavod za zapošljavanje (HZZ), Godišnjak 2020, retrieved 2026-10-02.
How it worked: The employment service's governing board created a flat per-worker grant by decision, took applications online through a dedicated site, and paid employers monthly for March to May, then extended and adjusted the grant through the year as restrictions continued.
Limits: The employment service reports on its own measure. The figures are in a PDF: the 20 March decision on PDF page 9 and again on page 41, the 109,431 employers, 697,126 workers and HRK 7,703,685,673 on PDF page 10 and page 41, the 23 March start and the 225,390 applications on page 41. The three days are our arithmetic. The yearbook counts workers covered at any point in 2020, and the same employer could apply repeatedly, so workers are not a monthly peak. To run the grants the service suspended part of its regular active labour market programmes from March to May 2020, which the yearbook states; the record does not show how many jobs the grants preserved or whether any money went to firms that would have kept their staff anyway.
Zagreb earthquake recovery under the World Bank loan, and its delays
Croatia's Ministry of Construction, Physical Planning and State Assets and Ministry of Health had disbursed 16 percent of the 200 million US dollar World Bank earthquake recovery loan approved in June 2020 by November 2024, when the closing date was extended for the second time to 30 June 2027, and by May 2026 had restored 40 percent of the targeted health and education buildings.
40 %, health and education buildings with restored operational capacity and higher seismic performance, share of target, 2026-05-29. 16.32 %, share of the ibrd loan disbursed at the second restructuring, 2024-11. World Bank, Implementation Status and Results Report, Earthquake Recovery and Public Health Preparedness Project (P173998), sequence 12, archived 19 June 2026, retrieved 2026-10-02.
How it worked: After the March 2020 Zagreb earthquake the government borrowed from the World Bank to rebuild damaged hospitals and schools and to fund public health preparedness, while spending EU Solidarity Fund grants first; the loan's complex hospital works then took years to tender and its closing date was extended twice.
Limits: The World Bank finances the project and rates it (moderately satisfactory on both counts in June 2026), so this is a lender reporting on its own loan. The 40 percent is an intermediate indicator in the ISR's results table; the 16.32 percent disbursed and the extension from 31 December 2024 to 30 June 2027 (after an earlier extension from 30 June 2024) are in the Second Restructuring Paper of November 2024 (https://documents.worldbank.org/curated/en/099110624203564259/text/P173998-7d9a1555-e106-4a16-b043-2253208f955b.txt, paragraphs 1, 4 and 5). The loan is a small part of Croatia's recovery: the restructuring paper itself says about 1 billion euros of EU Solidarity Fund grants had to be spent within 18 months and became the government's priority, which is one reason the loan lagged, so this record shows the slow track, not the whole national response, and Croatia's own reconstruction fund figures for private homes were not read at an official source. The paper also cites a government change, four changes of ministry leadership in four years, the December 2020 Petrinja earthquake and construction labour shortages. The project builds hospital and school buildings that are not finished, so the record documents recovery in progress, not completed. Status is operating, not eroded, because no part of a delivered peak has been lost; the delay is the finding.

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Pelješac Bridge, the first stage of the road connection to South Dalmatia
Croatia's road authority awarded the 2,440-metre Pelješac Bridge to China Road and Bridge Corporation in 2018 for HRK 2.081 billion excluding VAT with a 36-month completion deadline, works started on 31 July 2018, the last steel segment was installed by 28 July 2021, and the government expected the bridge and access roads to open in June 2022, in a project whose eligible costs of 420 million euros were 85 percent financed by an EU grant of 357 million euros.
2.081 billion Croatian kuna, contract price for the bridge, excluding vat, 2018. 36 months, contracted completion period from the start of works on 31 july 2018, 2018. Government of the Republic of Croatia (vlada.gov.hr), news item 'Pelješac Bridge joined together', 28 July 2021, retrieved 2026-10-02.
How it worked: The government revived a cancelled bridge as an EU cohesion-funded major project, tendered it on price with a fixed deadline, and let it to the lowest bidder, a Chinese state contractor, while EU money covered 85 percent of eligible costs.
Limits: The source is a government news item written by the national news agency Hina at the moment the span was closed, so it carries the government's framing and gives a contract price and a deadline, not a final cost: no final account or audit of the bridge's outturn cost was read. The page puts the total project value at '€526 billion', an evident typing error for 526 million, and the EU grant figure appears as '€357' without a unit; the record uses the 420 million euro eligible cost and 357 million euro grant stated elsewhere on the same page, and the European Commission's release of 7 June 2017 (read through the Internet Archive, https://web.archive.org/web/20190715235249/https://ec.europa.eu/regional_policy/en/newsroom/news/2017/06/06-07-2017-commission-approves-eu-financing-of-the-peljesac-bridge-in-croatia) confirms 357 million euros and 85 percent. The 36-month deadline from 31 July 2018 fell at the end of July 2021, when the span was joined; the expected June 2022 opening was a forecast on the page, and the actual opening date (reported as 26 July 2022) was not read at an official source, so the record can say only that the structure was joined on its contract deadline and opened about a year later with its access roads. The project had an earlier history the page omits: a first construction contract from 2007 was cancelled by a later government, according to press reports not used as a source. The bridge was built by a Chinese state-owned contractor, so the delivery attributable to Croatia is the procurement, financing and project management.
