Nigeria

Read Nigeria beside up to three other countries, down to the indicator behind every row.

  • Usable or good evidence
  • Thin evidence, hollow point. The dashes open further as confidence falls.
  • The point still sits at the score, because confidence never moves it.
  • Click any axis to see every country on that dimension.

A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page

Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.

A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.

  • direct capability measuredirect capability measure Measures the thing itself.
  • capability inputcapability input Measures something that supports the capability.
  • downstream outcomedownstream outcome Measures a result that usually follows from the capability.
  • perception proxyperception proxy Records what people or experts say, not what they did.

Confidence

  • very thin0.00 to 0.25

The score rests on one or two indicators. Do not quote it on its own.

  • thin0.25 to 0.45

A minority of indicators, or evidence old enough to have moved. Read with care.

  • usable0.45 to 0.65

Enough evidence to compare countries, with known holes.

  • good0.65 and above

Most indicators observed, recent, from official or intergovernmental sources.

A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.

Anticipation

How capable is the country of identifying and preparing for emerging change?

+11.3 over 10 years, from 16.9 in 2016 to 28.2 on 2 indicators seen in both years.

Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.

Conditions, not scored

What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.

  • R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2019

0.28 % of GDP, rank 76 of 118. Gross domestic expenditure on research and development as a share of GDP.

A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).

  • Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2019

22.1 per million people, rank 108 of 114. Full-time-equivalent researchers per million people.

A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.

  • Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024

98.4 per million people, rank 98 of 125. Servers using encryption in internet transactions, per million people.

A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.

Panel estimate, round 2, how this layer works

  • 24.0 institutionalist@claude-opus-5-5, self-confidence 0.45

I move up two points: NCDC, established in law in 2018 after the 2014 Ebola containment, is a durable surveillance institution that the others rightly point to. The census gap since 2006, recurrent flood failures and long-foreseen fiscal crises left unaddressed keep me below the indicator score.

  • 24.0 bottom_up@claude-opus-5-5, self-confidence 0.40

A's point that the 2006 census and long-foreseen subsidy and exchange-rate crises left unaddressed show weak core anticipation is one I cannot answer, so I trim two points; NCDC surveillance and household hedging through diaspora and dollar holdings keep me slightly above A and C.

  • 23.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.35

Very low research output, a census not held since 2006, and long-foreseen subsidy and exchange-rate crises left unaddressed. NCDC's Ebola containment is real conversion of capacity, so I move up one point.

What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.

  • Individuals using the internetWorld Bank (IT.NET.USER.ZS), 2024

41.2 % of population, rank 107 of 125. Share of the population that used the internet in the last three months.

A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.

  • Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024

63.3 % aged 15+, rank 75 of 122. Adults with an account at a bank or mobile money provider.

A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.

  • Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2022

9.6 % of GDP, rank 117 of 124. Domestic credit provided to the private sector by financial corporations.

A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Behavioral check, not scored

Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.

  • Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2025

4.386 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.

Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

  • Nigerialinked to Public-private collaborationstarted 2011still operating

    NIBSS Instant Payment (NIP)

NIBSS Instant Payment, run since 2011 by the interbank settlement company jointly owned by the Central Bank of Nigeria and the banks, grew from 2 billion transactions in 2020 to 11 billion in 2024, with values rising from US$457 billion to US$1.1 trillion, and had 57.7 million unique users.

11,000,000,000 transactions, nip transactions in the year, 2024. 57,700,000 users, nip unique users (52 percent of adults), 2024. AfricaNenda Foundation, The State of Inclusive Instant Payment Systems in Africa (SIIPS 2025), NIP Nigeria case study, retrieved 2026-10-02.

How it worked: The Bankers' Committee, the forum of the central bank and the deposit-taking banks, created a jointly owned switch in 1992 and used it to launch a 24/7 account-to-account instant payment service in 2011, with the central bank setting rules and fee caps and every bank connected, so a transfer reached any account in seconds.

Limits: The publisher is a non-profit foundation, not a statistical agency, and the case study does not name the source of its 2020 to 2024 series ('NIP data for 2020 to 2024 shows'); it is presumably NIBSS operator data, but that is an inference. The Central Bank of Nigeria's e-payment statistics page reports channels (internet, mobile app, USSD transfers) without naming NIP, and NIBSS's own pages carry press reprints that mix NIP and all e-payment totals, so no official NIP series was citable. The figures are rounded (2 and 11 billion), the 2024 value is printed as $1.1 trillion in the text and $1,171,642 million in the chart, and the dollar values are converted at unstated rates in a period of steep naira devaluation, so the value growth says little in real terms. Growth was pushed by the 2023 cash scarcity and the pandemic as much as by the rail; the same page reports 69 percent of transaction volumes from men, a large inclusion gap, and the 57.7 million users are not active-user counts. Ownership and governance (jointly owned by the CBN and banks, a board of a CBN deputy governor and bank chief executives) and the 2011 launch are stated in the same document. Figures are in a PDF, on PDF page 8 (printed page 9) and the chart that follows.

Note: Added 2026-08-26 by D23 as the observable replacement for two retired WGI perception composites, and retired 2026-08-27 by D44 when the diagnostic built in D42 measured what it was doing. It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

The Joint EVS/WVS confidence battery (E069) reaches 37 countries from one release, and confidence in the courts (E069_17) is published beside Trust as a check under this id rather than scored: every item of the battery tested (courts, civil service, police, parliament and government) reads higher in the closed and electoral autocracies of the frame than in its democracies, which is deference as much as confidence (A13). The gap stays open for a measure that does not reward a court that cannot rule against the state. See D132.

Behavioral check, not scored

Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.

  • Confidence in the courtsJoint EVS/WVS (E069_17), 2022

14 % a great deal, higher is better. Share of survey respondents saying they have a great deal of confidence in the justice system and courts, of the four answers a great deal, quite a lot, not very much and none at all, in the Joint EVS/WVS 2017 to 2022 survey round.

Confidence in the courts is the public half of what this capability asks: whether people expect the rules to be enforced when a stranger breaks them. It is not scored because the survey answer reads two things the number cannot tell apart. Where courts are independent, confidence is a judgment of how they perform. Where they answer to the state, it is also deference, and saying otherwise to an interviewer has a cost. In this frame the pattern runs the wrong way. India, the Philippines and Indonesia, all electoral autocracies in the V-Dem 2025 classification, lead on the share saying a great deal, and Vietnam and China, the two closed autocracies surveyed, lead once quite a lot is counted too. The ten electoral autocracies average 21.8 percent saying a great deal and the two closed autocracies 28.1, against 13.6 for liberal and 8.4 for electoral democracies. Scored, it would rank highest the states whose courts are least able to rule against them. Income is not why it is left out: the share correlates about -0.18 with log GDP per capita. The value is the share saying a great deal; the share saying quite a lot is in the source note.

Conditions, not scored

What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.

  • Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2011

9.7 % gross, rank 109 of 124. Gross enrolment ratio in tertiary education.

A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).

  • Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2023

0.32 % of GDP, rank 125 of 125. Government expenditure on education as a share of GDP.

A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).

  • Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 1990

6.9 % of secondary, rank 87 of 125. Vocational pupils as a share of total secondary enrolment.

The value is from 1990, more than 15 years old.

A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

Adult literacy education under the National Commission for Mass Literacy, Adult and Non-Formal Education

Enrolment in adult literacy education in Nigeria, reported by the National Commission for Mass Literacy, Adult and Non-Formal Education, rose from 322,288 in 2020 to 2,152,146 in 2021 and 2,915,453 in 2022, according to the National Bureau of Statistics.

2,915,453 enrolments, total enrolment in adult literacy education, 2022. 322,288 enrolments, total enrolment in adult literacy education in 2020, 2020. National Bureau of Statistics (NBS), Social Statistics Report 2023 (published March 2024), section 1.1.1 and Figure 1.1 (source: National Commission for Mass Literacy, Adult and Non-Formal Education), retrieved 2026-10-02.

How it worked: A federal commission sets adult literacy and non-formal education policy and funds and coordinates state agencies for mass education that run community literacy centres with volunteer and paid facilitators, reporting enrolment upward to the national statistics office.

Limits: The figure is an administrative count supplied by the commission to the statistics office, which republishes it without a definition: it does not say whether enrolment counts people or registrations, whether state-run and donor-funded centres are included, or how many learners completed. A ninefold rise in two years is not explained in the report; 2020 was depressed by pandemic closures, and the jump may also reflect better reporting coverage rather than more learning. The series covers three years only, so no peak or trend before 2020 can be read. The number is in a PDF (Figure 1.1 and its text, PDF page 10), and the newest year is 2022. Even 2.9 million enrolments is small against the large non-literate adult population the commission targets, and literacy classes are basic education, not the training-for-work participation most adult-learning surveys count. The 1990 start is the decree that established the commission, not stated at the source URL.

A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

    SEC Nigeria Regulatory Incubation Program

Nigeria's Securities and Exchange Commission opened a one-year Regulatory Incubation sandbox in September 2023 and had admitted seven firms across cohorts 001/23 and 002/24 to test capital-market products, then cleared seven more entities into its Accelerated Regulatory Incubation Programme in July 2026.

7 firms, firms admitted to the regulatory incubation sandbox across two cohorts, 2024-08-29. 7 entities, entities cleared for the accelerated regulatory incubation programme in one announcement, 2026-07-02. Securities and Exchange Commission, Nigeria, FinPort Registered FinTech Operators directory, retrieved 2026-10-01.

How it worked: The SEC created a time-limited sandbox with conditional rule waivers and a year-long test period, then added an accelerated track to pull digital-asset firms that were operating informally into supervised testing.

Limits: The count of seven is ours, read off the directory table as retrieved on 2026-10-01, which carries no publication date and may not be current; the SEC publishes no summary statistic, application count, graduation rate or outcome for any participant. Three of the seven RI firms (Trovotech, Wrapped CBDC, Blockvault) reappear among the seven ARIP admissions of July 2026, so the two metrics overlap and must not be added, and an ARIP Approval-in-Principle is by the SEC's own wording not a final licence. This is one regulator's sandbox in one sector: the Central Bank of Nigeria's separate sandbox framework is not counted, and the record says nothing about whether testing changed any rule.

Conditions, not scored

What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.

  • Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025

83.3 % aged 15+, rank 6 of 125. Share of the working-age population in the labour force.

A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.

  • Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024

0.08 per 100 people, rank 121 of 125. Fixed broadband subscriptions per 100 people.

A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.

  • Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2023

14.2 % of output, rank 85 of 117. Power lost in transmission and distribution, including unbilled use.

A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.

  • Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2024

93.1 % of employment, rank 93 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.

A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

eNaira, a national rollout with an adoption gap

By June 2024, the Central Bank of Nigeria reported 28.46 million eNaira customers onboarded but only 197,041 active wallets, showing that the national CBDC rollout had not converted broad registration into sustained use.

197,041 wallets, active enaira wallets, 2024-06. 28,460,316 customers, onboarded enaira customers, 2024-06. Central Bank of Nigeria, Financial Stability Report June 2024, retrieved 2026-08-31.

How it worked: The CBN responded to digital-payment change by launching a sovereign wallet and connecting it to banks, payment providers and identity checks. The gap between customers onboarded and wallets active shows the second task of institutional change: converting a national launch into a habit that survives competing channels.

Limits: The Central Bank's administrative counts distinguish onboarding from activity but do not explain why wallets became inactive, measure transaction quality or compare the CBDC with Nigeria's much larger private payment rails. The report is the regulator's own account, and the active-wallet figure is a snapshot rather than a causal evaluation of the rollout.

    Nigeria's 2014 Ebola containment

After an infected traveller brought Ebola virus into Lagos on 20 July 2014, Nigeria's government set up an emergency operations centre with WHO country office support, traced contacts in Lagos and Port Harcourt, and held the outbreak to 19 cases and 7 deaths before WHO declared the country free of transmission on 20 October 2014.

19 cases, ebola cases in the nigerian outbreak, 2014-10-20. 7 deaths, ebola deaths in the nigerian outbreak, 2014-10-20. World Health Organization, One year into the Ebola epidemic: Successful Ebola responses in Nigeria, Senegal and Mali (January 2015), retrieved 2026-10-01.

How it worked: The Federal Ministry of Health and Lagos State stood up an emergency operations centre within days of confirmation, repurposed the polio programme's staff and GPS tracking for contact tracing, and funded isolation and treatment centres quickly.

Limits: This is one outbreak seeded by a single imported chain in two cities, so it shows a response to one shock and not a standing national capacity. The page is a WHO narrative, not a dataset, and WHO and partners supported the response, which also leaned on emergency-operations staff, GPS tools and infrastructure and technologies in place for polio eradication, as the WHO page puts it. Nothing here shows Nigeria's performance in later shocks such as Lassa fever, cholera, floods or COVID-19, and a counterfactual of how far the virus would have spread is not measured.

National Social Safety Nets Project and the COVID-19 Rapid Response Register

Nigeria's National Social Safety Nets Coordinating Office built a National Social Register of 15,673,296 households and, during COVID-19, a new Rapid Response Register that captured 2.7 million households, while the project paid targeted cash transfers to 9,666,420 direct beneficiaries in 37 states between 2017 and its close in December 2022.

2,700,000 households, households captured by the covid-19 rapid response register, 2022-12. 15,673,296 households, households included in the national social register, 2022-12. World Bank Independent Evaluation Group, ICR Review ICRR0023725, National Social Safety Nets Project (P151488), retrieved 2026-10-01.

How it worked: Nigeria's federal government set up NASSCO and the National Cash Transfer Office to build one national social register and an electronic payment rail, then reused that infrastructure during COVID-19 to stand up a rapid-response register from satellite poverty maps and phone data for urban households outside the original register.

Limits: The gap asks for the speed at which programmes change, and the source gives no elapsed time: it shows that a shock register was built during COVID-19, not how many weeks it took or how quickly payments followed. The figures come from the World Bank's own completion review of a project it financed (IDA credit of about US$491 million, plus about US$335.5 million from the Abacha restitution fund), not from a Nigerian statistical source, and the review prints the original NSR target as 4,000, apparently a unit error that it does not explain. Registration is not payment: only 53 percent of beneficiaries were in the bottom two quintiles against a target of 80, only 6 percent of households received top-up transfers, more than three-quarters of households joined too late for three years of support, and benefit levels were lower than designed. After the review closes, the World Bank's January 2025 status report for the follow-on scale-up (https://documents1.worldbank.org/curated/en/099012925120031079/pdf/P17693518b066e0ff1b62c194b8b78c78dd.pdf) records that transfers since March 2024 go only to NIN- or BVN-verified beneficiaries, that oversight passed for a period to an inter-ministerial panel, and that about 1.4 million of 5 million supported households had received second and third tranches, so the delivery system's continuity is not secure.

Abuja-Kaduna-Zaria-Kano dual carriageway, and the termination of its 2017 contract

Nigeria's Federal Ministry of Works awarded the rehabilitation of the Abuja-Kaduna-Zaria-Kano dual carriageway to Julius Berger on 20 December 2017 at an initial N155.7 billion with a 36-month completion period; after repeated variations and augmentations, the Federal Executive Council cut the contract sum under Section I from N797.3 billion to N740.8 billion on 23 September 2024, and the ministry issued a 14-day termination notice on 4 November 2024 after the contractor rejected the reviewed sum and stopped work.

797.26 billion naira, contract sum (contract no. 6350) before the september 2024 downward review, 2024-09. 155.75 billion naira, initial contract sum at award, 2017-12. Federal Ministry of Works (Nigeria), press release 'Notice of Termination of Contract for the Rehabilitation of the Abuja-Kaduna-Zaria-Kano Dual Carriageway, Section I (Abuja-Kaduna)', 4 November 2024, retrieved 2026-10-02.

How it worked: The federal government let one large contract for a 375 km corridor, paid for it through repeated variations and augmentations, and when a new minister demanded a lower fixed price the contractor refused and the ministry terminated, split the work among other contractors and took direct control.

Limits: The source is the ministry's own statement in a dispute with the contractor, so it carries the government's side. Figures are nominal naira across years of high inflation and a large devaluation, so most of the roughly fivefold growth may be price change rather than poor delivery; the ministry also re-scoped Section I to concrete pavement and gave 38 km of it to Dangote, so the 2024 sum buys a different road from the 2017 one. The termination release frames the N797.3 billion review as concerning 'Section I' while the N155.7 billion award covered all three sections; a ministry release of 7 October 2024 (https://www.fmw.gov.ng/index.php/read/3233) describes the same N740 billion as the total contract sum within Julius Berger's scope, with N391 billion already paid, so the two sums may or may not cover identical scope. What ended is the 2017 contract, not the road: Sections II and III were partly completed and handed over before 2023, and a ministry update dated 9 September 2026 (https://www.fmw.gov.ng/index.php/read/3425, also shown as a banner on the source page) says the government took over the project, finished 118 km of lot 1, has lot 2 over 60 percent complete and schedules completion for December 2026. Earlier ministry pages (https://fmw.gov.ng/index.php/read/2352) give a 36-month completion period from 21 May 2018, so the road is at least five years late; a 2018 ministry release (https://fmw.gov.ng/index.php/read/1299) states the award sum as N155.47 billion, slightly different from the N155.75 billion here. No audit or Bureau of Public Procurement document was opened.

Behavioral check, not scored

Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.

  • Political polarizationV-Dem (v2cacamps_osp), 2025

1.779 index 0-4, lower is better. Whether supporters of opposing political camps generally meet in a friendly or a hostile manner, rated by V-Dem country experts from 0, friendly, to 4, hostile.

The question counts hostility and leaves disagreement alone, which is what pluralism asks for. It is not scored because a low reading has two causes the number cannot tell apart. Where camps compete openly, a calm reading means people who disagree still meet as fellow citizens. Where no opposition may organize, it means there is no camp left to be hostile to. In 2025 the five closed autocracies in the frame average 2.18 and the liberal democracies 1.67, while electoral democracies and electoral autocracies sit near 2.8 and 3.3. Scored, the reading would have lifted the United Arab Emirates about 11 points on this capability for a uniformity the benchmark does not count as shared purpose. Income is not why it is left out: richer countries read only somewhat calmer, at about -0.41 against log GDP per capita.

  • Voter turnoutV-Dem (v2eltrnout), 2023

26.71 % of registered voters, higher is better. Share of registered voters who cast a vote in the latest national election up to 2025, according to official results, as coded by V-Dem from IDEA, IPU and IFES sources. Where executive and legislative elections fall on the same day, the executive turnout is coded.

Turnout is the one act in which a whole population takes part in a common decision, so it is the closest behavioral reading of shared purpose the benchmark has. It is not scored for three reasons the number cannot separate. It reads the democratic channel, which is why voice and accountability was retired from this capability (A5): a country with no competitive elections cannot score well for reasons unrelated to whether its people see themselves in a common project. Compulsory voting turns it into a reading of the law: Brazil enforces it, and the eight countries that enforce sanctions average 83 percent against 65 where voting is voluntary. And closed and electoral autocracies manage it: Vietnam reads 95.6, Rwanda 98.2 and Singapore 92.8, which is mobilization, not participation (A13). The year shown is the latest national election, because elections are coded only in the year they happen.

Panel estimate, round 2, how this layer works

  • 31.0 institutionalist@claude-opus-5-5, self-confidence 0.35

I move up one point on panelist C's federal character and power rotation point, an institutionalised accommodation that has helped hold the federation since 1999. A very weak tax state and insurgency, banditry and separatist agitation across three regions keep the score low.

C's point on federal-character rotation as institutionalised accommodation balances A's fragmentation argument; I trim one point because the tax state is very weak, but hold near the panel middle given strong if non-aggregating associational life.

Gini and civic participation are weak evidence, and the tax row is missing though known to be very low. Insurgency, banditry and ethnic-religious cleavages argue against a common project, while federal-character power rotation is some accommodation.
