Brazil below the national score
The national benchmark shows Brazil beside its peers. This page shows what the national number looks like with Brazil's states and institutions in view.
The national score is the first layer
The radar keeps the nine national dimensions together. The paragraph beside it explains what the shape can and cannot say.
Brazil's benchmark profile is a national view of a country with several centers of action. The federal score uses evidence that is comparable across the benchmark countries, so it shows where Brazil's capacity differs from its peers. It does not describe every state, municipality or delivery system: a federal ministry, a state government and a city can face different constraints and still contribute to the same national result. This page adds a sourced state range for one indicator, a map of institutions and the public challenges to Brazil's national scores. None of these is a second score. They show whether a national value is broadly consistent with its parts, where variation is large, which organizations mediate action and where the evidence stops. The state data uses the publisher's coefficient and year, and the benchmark keeps its national display and comparison frame. You can read the two views together, but a state average is not a capability score, and one institution does not explain a whole dimension.
Brazil beside four peers
Each mini-radar uses the same nine national dimensions and current comparison frame. Open one to read it beside Brazil, row by row and indicator by indicator.
One national value, 27 states
One indicator is available in the pilot. The state range adds detail without entering the country comparison.
Reconciliation rule: independent. The equal-unit recomposition is 0.486, against a national value of 0.503; the signed residual is -0.017. This is a diagnostic of the gap between the state view and the national statistic, not a state score or a failed national result. The values stay outside the NCB score.

Who acts locally
The map is an explanatory layer. It does not measure institutional performance or change the national scores.
