The move, and what it needed
The Ministry of Education assembled university courses on one open platform, letting learners study remotely and connect course participation to formal credit and certification pathways.
Preconditions
- Universities willing to publish reusable course material to a common technical standard
- A credit and assessment framework that makes online study count beyond the platform
- Connectivity and learner support good enough for participation outside campus
Where else it has been used: Open course platforms travel when enrolment can convert into recognised credit or skills; a large catalogue without completion and credential data measures supply more than continuous learning.
Limits: Cumulative enrolment is not a share of adults participating in learning: one person can enrol repeatedly, and the release does not provide active users, completions or the adult/student split. Course supply and enrolment show a national learning channel, not learning gains, labour-market outcomes or equal access to broadband and devices.
This record describes what India delivered. It is linked to Adult learning participation because no comparable dataset measures that capability. It does not affect the score or confidence.
