The move, and what it needed
A national network of Centros Qualifica gives adults a common entry point for counselling, recognition and validation of prior learning (RVCC), formal training and a portable qualification record, linking fragmented providers to a visible pathway.

Where it travelled: Adult-learning systems travel when advice, prior-learning recognition and funded courses form one route; registrations without follow-through can otherwise become a throughput statistic rather than capability.
Limits: These are cumulative programme reach and certification totals, not an annual participation rate, completion quality, learning gain or employment and wage effect. The count can include partial certifications and administrative registrations, and it does not identify how many participants would have qualified without Qualifica; ANQEP reports the programme's own administrative data.
