Novas Oportunidades, and the qualification-policy interruption
ANQEP's national review records 1,568,490 adult enrolments in Novas Oportunidades between 2006 and July 2011; after the initiative's peak and a period of disinvestment, Portugal launched Qualifica in 2017 and rebuilt a network of more than 300 Centros Qualifica.

The move, and what it needed
Novas Oportunidades scaled adult qualification through recognition and validation of prior learning (RVCC), adult education and training (EFA) routes and a national delivery network; when political and fiscal support receded, the infrastructure contracted and a successor programme had to rebuild entry points.
Preconditions
- A national qualification framework that can turn work experience into recognized credits
- Local centres, assessors and training providers able to process large cohorts
- Long-horizon funding and cross-party continuity, because adult-learning capacity is slow to rebuild after a stop
Where it travelled: The interruption travels as a warning: mass adult-learning systems need continuity and credible standards, or a high-enrolment push can leave a capability gap when the delivery network is withdrawn.
Limits: Enrolment is a reach measure, not completed learning, quality, labour-market effect or value for money. The review's 1.57 million figure covers a high-activity period, while the later 300-plus-centre figure describes the replacement network rather than retained Novas Oportunidades capacity; the record evidences interruption and rebuilding, not a causal estimate of the policy's return.
