Portugal, anticipation
PLANAPP and REPLAN, a centre-of-government foresight network
Portugal's PLANAPP operates as a Centre of Government body for evidence-based foresight, planning, monitoring, evaluation and impact analysis; its REPLAN network lists five multisectoral team remits and held its inaugural meeting on 23 November 2022.
5 team remits, named multisectoral replan team remits, 2022-11-23. PLANAPP, REPLAN presentation, retrieved 2026-09-02.
The move, and what it needed
Portugal placed foresight, planning, monitoring and evaluation in a centre-of-government body, then connected ministry planning units through REPLAN so cross-cutting work could be commissioned and reviewed across departmental boundaries.
Preconditions
- A centre-of-government mandate that can convene ministries and set common planning instruments
- Planning and foresight units inside each governmental area with staff able to join joint work
- Shared indicators, evaluation practice and a route from foresight outputs into budget and policy decisions
Where else it has been used: A foresight network travels when it has a convening mandate and a decision route; a named unit without ministry participation or a budget link is only an advisory label.
Limits: The five is a count of named remits on PLANAPP's presentation page, not a verified staffing or output measure; the same page describes the teams as four before listing five. The record therefore evidences a formal foresight-and-coordination architecture and its inaugural date, not continuity across governments, the quality of forecasts or whether advice changed decisions.
This record describes what Portugal delivered. It is linked to Government foresight capacity because no comparable dataset measures that capability. It does not affect the score or confidence.
