Each dimension has a score from 0 to 100. It shows where this country sits among all 53 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.

A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.

    How it worked: Portugal gives mission-led applied-research organisations a formal recognition and monitoring route, then combines public base or competitive funding with industry-facing agendas so researchers have an institution whose job is to carry work across the university-business boundary.

    Limits: The network and staffing totals show institutional reach, not research quality, business adoption, additionality or durable jobs. CoLABs are separate private non-profit entities and report through the programme; the figures do not cover every university-industry link or establish that public recognition caused the reported staffing.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

On a rank-normalised estimate it correlates with log GDP per capita at about 0.66 alone and takes the two-indicator Trust dimension to about 0.53, against 0.14 for contract enforcement days by itself, which is a larger wealth contribution than the one D44 retired an indicator over. Read it beside the score, not as the score.

    How it worked: Novas Oportunidades scaled adult qualification through recognition and validation of prior learning (RVCC), adult education and training (EFA) routes and a national delivery network; when political and fiscal support receded, the infrastructure contracted and a successor programme had to rebuild entry points.

    Limits: Enrolment is a reach measure, not completed learning, quality, labour-market effect or value for money. The review's 1.57 million figure covers a high-activity period, while the later 300-plus-centre figure describes the replacement network rather than retained Novas Oportunidades capacity; the record evidences interruption and rebuilding, not a causal estimate of the policy's return.
